BROWNS FERRY NUCLEAR PLANT, UNIT 2 - CORRECTION OF ERROR IN AUTHORIZATION OF ALTERNATIVE REQUEST BFN-21-ISI-02 (EPID L-2022-LLR-0008)
Dear Mr. Barstow:
The purpose of this letter is to issue a correction to the authorization of Alternative Request BFN-21-ISI-02 for Browns Ferry Nuclear Plant (Browns Ferry), Unit 2.
During issuance of the alternative (Agencywide Documents and Management System (ADAMS)
Accession No. ML22298A285) on November 14, 2022, the U.S. Nuclear Regulatory Commission (NRC) authorized the requested alternative. In the cover letter and in Section 4.0, Conclusion, of the safety evaluation, the NRC staff only mentioned authorization of the alternative for the fifth 10-year inservice inspection (ISI) interval at Browns Ferry, Unit 2.
However, Tennessee Valley Authoritys request (ML22014A344) was for the next two subsequent inspection periods, following identification of the flaw during the Unit 2, Cycle 21 refueling outage in spring 2021. Section 3.1.7, Duration of the Proposed Alternative, of the NRC staffs safety evaluation acknowledges the requested duration. In Section 3.2.3, Applicability and Use of ASME Code Case N-526, the NRC staff enumerated the technical basis for elimination of the successive examinations and determined that the proposed alternative is acceptable. The successive examinations would occur during the third period of the fifth 10-year ISI interval and the first period of the sixth ISI interval. Therefore, the cover letter and Section 4.0 of the safety evaluation should read (corrected text shown in red):
Therefore, the NRC authorizes the use of alternative BFN-21-ISI-02 for the third period of the fifth 10-year ISI interval and the first period of the sixth 10-year ISI interval at Browns Ferry, Unit 2.
The NRC concludes that these corrections are editorial in nature, clarify the duration of the authorized request, and do not change the staffs previous conclusion in the safety evaluation for authorization of Alternative Request BFN-21-ISI-02 for Browns Ferry, Unit 2.
