50-280 50-281 License Nos.: DPR-32 DPR-37 ADMINISTRATIVE CHANGES TO SUBSEQUENT RENEWED OPERATING LICENSES AND TECHNICAL SPECIFICATIONS MARKED-UP TECHNICAL SPECIFICATIONS BASIS PAGE By letter dated June 20, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22171A013)), Virginia Electric and Power Company (Dominion Energy Virginia) proposed a ct,ange to the Surry Power Station (SPS) Units 1 and 2 Subsequent Renewed Operating Licenses (Ols), DPR-32 and 37, respectively, and the associated Technical Specifications (TS) to delete expired License Conditions (LCs) and TS that were previously included in the SPS Units 1 and 2 Ols and TS to support one-time plant modifications or the initial implementation of plant programs. The proposed administrative change included associated TS Basis changes that were included for the NRC's information.
One such administrative change revises TS 3.23, "Main Control Room and Emergency Switchgear Room Air Conditioning System," to delete temporary TS requirements and associated Basis discussion that were implemented to facilitate the replacement of the Main Control Room and Emergency Switchgear Room Air Conditioning System chilled water piping. Section 2.1.1 of the LAR stated, "Related text in the TS 3.23 Basis is also being deleted as it refers to the work completed under the expired temporary TS AOTs."
However, the marked-up TS 3.23 Basis page, which deletes the discussion of the completed chilled water piping replacement, was inadvertently not included in the marked-up proposed TS pages provided in Attachment 2 of the LAR.
Therefore, marked-up Basis page TS 3.23-6 to eliminate the chilled water piping replacement text as discussed in the LAR is provided in the attachment. Since page TS 3.23-6 is being deleted in its entirety, no corresponding typed proposed TS page is required.
