ACCEPTANCE AND REVIEW SCHEDULE FOR TOPICAL REPORT NNP-TR-001-NP, REVISION 0, QUALITY ASSURANCE PROGRAM DESCRIPTION FOR TVA NEW NUCLEAR PROGRAM

Dear Mr. McDermott:

On August 25, 2022, Tennessee Valley Authority (TVA) submitted via letter Licensing Topical Report (LTR) NNP-TR-001-NP, Revision 0, Quality Assurance Program Description for TVA New Nuclear Program, (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML22238A101) to the U.S. Nuclear Regulatory Commission (NRC) staff for review.

The NRC staff have accepted the LTR for review and expects to issue requests for additional information (RAIs) by December 5, 2022. If TVA satisfactorily responds to all RAIs by January 20, 2023, and resolves all issues identified during the review process, the NRC staff expects to provide the advanced safety evaluation report (SER) with no open items to TVA for review of factual correctness and the presence of any proprietary material by April 28, 2023, but will endeavor to do so sooner, as staff resources permit.

A meeting by Advisory Committee on Reactor Safeguards (ACRS) is not required for LTRs and NRC staffs advanced SERs on Quality Assurance.

Section 170.21, Schedule of fees for production and utilization facilities, review of standard referenced design approvals, special projects, inspections, and import and export licenses, of Title 10 of the Code of Federal Regulations requires that LTRs are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, the NRC staffs hours will be billed accordingly.

The NRC staff estimates that conducting a detailed safety review of this LTR, including confirmatory analyses, will require approximately 250 staff-hours, including project management time. This estimate does not include the LTR acceptance review charges and is based on RAIs with a 45-day TVA response time, with the initiation of a TVA RAI response timeline that starts upon draft RAI receipt. The estimate also assumes multiple meetings between the NRC staff and the TVA staff to discuss the LTR review, audit activities. This estimate is based on the NRC staffs cursory review for sufficiency and completeness. The level of effort could change once the NRC staff delves into matters of technical merit during the detailed safety review of the LTR.

Similarly, the schedule could change if additional rounds of RAIs are needed.
