SUMMARY
OF AUGUST 30, 2022, MEETING WITH THE NATIONAL ORGANIZATION OF TEST, RESEARCH, AND TRAINING REACTORS On August 30, 2022, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the National Organization of Test, Research, and Training Reactors (TRTR). The purpose of this meeting was to discuss rulemaking, licensing, oversight, and upcoming meetings related to the TRTR community. The latest meeting notice and agenda, dated August 22, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) No. ML22234A241. A list of attendees is enclosed. The following is a description of the topics covered by the NRC staff and the TRTR community.
The NRC staff discussed the status of the non-power production and utilization facility license renewal rulemaking, which is with the Commission for their vote. The NRC responded to questions regarding the use of votes of previous Commissioners.
The NRC staff gave an update on the Commission direction to submit options regarding the enhanced security of special nuclear material. The NRC staff highlighted that the options, which include revising previous rulemaking, were discussed in two public meetings in 2022. The NRC staff also informed the TRTR that the options, and how they might be applied, are anticipated to be a topic at the TRTR Annual Conference.
The NRC staff discussed the progress of the revision of NUREG-1478, Operator Licensing Examiner Standards for Research and Test Reactors, Revision 2. The NRC staff informed the TRTR that the draft revision of the NUREG-1478 is under staff review. The NRC staff informed the TRTR that the contractor had staff changes and a meeting was scheduled with the new contractor designee. The NRC staff plans to meet and discuss with the contractor 1) proposed path forward 2) suggested timelines 3) project a 60-day public comment period 4) plan and conduct possible public meeting. The NRC staff committed to providing the TRTR notification once further information is available.
The TRTR discussed a concern regarding the issuance and upload of the operator licensing examinations into ADAMS. The NRC staff acknowledged the TRTR concerns and informed the TRTR of improvements to the overall processes of uploading and issuing operator licensing examinations. Additionally, NRC management emphasized their appreciation of TRTRs recognition, engagement and involvement with overall improvements in operator licensing processes.
November 29, 2022 The NRC staff discussed the new designation of Controlled Unclassified Information (CUI) and how it could impact the TRTR community. The NRC staff also informed the TRTR that the CUI designation would be effective in about a year.
Finally, the NRC staff requested feedback on the use of Regulatory Guide 2.8, Guidance for Implementation of 10 CFR 50.59, Changes, Tests and Experiments, at Non-Power-Production or Utilization Facilities, that was recently issued. Some of the TRTR members stated they have used the guidance and did not identify any issues with its use.
