Sensor Concepts & Application, Inc. (SCA) has previously submitted materials in regards to the renewal of our SNM license SNM-2017. The enclosed materials have been amended in response to NRC review and are supplemental to documents provided by SCA 9/22/2022. Below table details the updates requested and the relevant sections covering each request.

Reviewer Comment Updated Documents - Sections Based on the RAI we sent related to 10 CFR 74.13 and 10 CFR 74.15, SCA did add text on submitting Appendix D Nuclear Material Control Plan -

the reports required by those two rules. But the Sections 1.1 Receipt of SNM & Section 1.3 rules also include the requirement to make the Shipping of SNM reports in accordance with the specific NUREG guidance specified in the two rules.

Appendix D Nuclear Material Control Plan

Nuclear Material Control Plan Sensor Concepts & Applications, Inc. (SCA) is responsible for the Special Nuclear material (SNM) under its control. This stewardship encompasses the security and use of the SNM.

Procedures for documenting the location and the condition of the SNM are described in this plan.

1. Control of SNM 1.1. Receipt of SNM SCA shall do no shipping, packaging, or unpackaging of SNM materials. All SNM shipping activities shall be performed by DOE approved shippers. Upon receipt of SNM, after material has been unpacked by the third party shippers and released to SCA control, the RSO or ARSO shall:

A. Complete the SNM Shipment Receipt Report B. Perform a leak test on the received materials C. Submit an electronic copy ofNRC Form 741 Nuclear Material Transaction Report detailing the transaction as specified in the instructions in NUREG/BR-0006 and NMMSS Report D-24, "Personal Computer Data Input for NRC Licensees" within ten days.

1.2. Use of SNM All uses of SNM shall be under the control of an Authorized User. To use SNM:

1. The AU shall request item(s) from the RSO who will review their intended use and security.
2. A record shall be kept of the state of the SNM prior to and after use using the SNM Use Form.
3. If any loss of mass is found with the returned SNM an investigation shall be conducted to resolve the anomaly.

1.3. Shipping of SNM SCA shall do no shipping, packaging, or unpackaging of SNM materials. All SNM shipping activities shall be performed by DOE approved shippers. Before transfer ofSNM from SCA inventory, the RSO or ARSO shail:

1. Contact the receiver and ask for written verification of request for the SNM.
a. Use the Request For Shipment of SNM form
b. If a copy of the requesters SNM license is not on file obtain a copy for record.
2. Document the state of the SNM prior to packaging for shipment Following the transfer of SNM from SCA inventory, the RSO or ARSO shall submit an electronic copy ofNRC Form 741 Nuclear Material Transaction Report as specified in the instructions in NUREG/BR-0006 and NMMSS Report D-24, "Personal Computer Data Input for NRC Licensees" detailing the transaction no later than close of business the following working day.
