1. General 1.1 Why did the NRC create the MAP-X Portal?

The MAP-X Portal is part of the NRCs transformation to becoming a modern, risk-informed regulator. The portal is just one piece of a comprehensive strategy to expand the NRCs information technology capabilities and transparency for internal and external stakeholders.

MAP-X modules will ultimately transfer data between external users and internal NRC applications, enhancing information processing efficiency and transparency.

1.2 How do users request access to the MAP-X Portal?

Users who wish to use MAP-X for submitting information to the NRC can enroll for MAP-X Gold credentials on the External Credential Service for MAP-X page.

After completing identity verification, enrollees can log in to MAP-X using their established username, password, and one-time password code.

Details of the enrollment requirements and a link to the Enrollment Guide can be found on the Level Gold Credentials page.

1.3 Who should users contact if they have trouble with accessing or using the MAP-X Portal?

For assistance with accessing the portal, submitting information through the portal, or any other issues with the MAP-X Portal, please email map-x.resource@nrc.gov.

1.4 Do users need to use a specific browser to access the MAP-X Portal?

No. The MAP-X Portal works on all desktop and mobile browsers.

1.5 Why does access to the MAP-X Portal require more authentication than the NRCs Electronic Information Exchange (EIE)?

All NRC applications are subject to federal authentication requirements based on information types, technology, and other considerations. EIE's authentication requirements will likely be modernized to be identical to the identity proofing steps used for the MAP-X Portal. See https://www.nrc.gov/site-help/e-submittals.html for more information about ways to submit information electronically to the NRC.

1.6 What type of communications will users receive from the MAP-X Portal?

Users will receive confirmation via email when a submission has been successfully submitted to the NRC and, if applicable, when a submission has been approved. The status of in-progress or submitted MAP-X submissions will also be available for users to view directly in the MAP-X portal.

1.7 Is the MAP-X Portal the only way to make a particular type of submission to the NRC?

No. The MAP-X Portal is an additional and preferred way to submit information to the NRC for the currently deployed MAP-X modules. Users also have the option to submit MAP-X Portal FAQ Page 4

U.S. Nuclear Regulatory Commission information to the NRC via traditional methods (e.g., mail) in accordance with all relevant regulatory requirements (e.g., Title 10 of the Code of Federal Regulations (10 CFR) 50.4).

2. User Roles and Permissions 2.1 What roles and permissions are associated with the MAP-X Portal?

Please refer to the MAP-X Portal User Guide for detailed information about roles and permissions.

2.2 How do users find their Parent Company and/or Licensee Administrator?

Users can find their Parent Company and/or Licensee Administrators on their profile page.

Additional information can be found in the MAP-X Portal User Guide.

2.3 What if a user no longer requires access to the MAP-X Portal?

An Administrator can remove user access to specific plants from the MAP-X Administrator Page. To remove a user from the MAP-X portal application, please contact map-x.resource@nrc.gov. The users who no longer need access to the MAP-X application will have their MAP-X Gold credentials revoked.

3. User Profile 3.1 Can users update their profile information?

At this time, users do not have direct access to modify their profile information. Users will need to contact their Parent Company or Licensee Administrator for any changes to their permissions or plants assigned to them in the MAP-X Portal. Contact map-x.resource@nrc.gov for any other profile information changes.

3.2 Who should users contact if they need other plants added to their profile or if there is an error in their profile?

Please contact your Parent Company Administrator and/or your Licensee Administrator if you believe your profile has an error. If you are an Administrator, or if your Administrator is unable to address your issue contact map-x.resource@nrc.gov for profile information changes.

4. Submissions 4.1 What kind of submissions can be currently made through the MAP-X Portal?

U.S. Nuclear Regulatory Commission 4.2 Should the MAP-X Portal be used for short-notice requests?

Users may use the MAP-X Portal for relatively short-notice requests requiring expedited review (e.g., for a request for alternative due to an emergent plant condition). Users also have the option to submit these requests using traditional methods (i.e., mail or EIE). Since the MAP-X Portal has automated routing features for the individual modules, you should find that MAP-X Portal is well suited to relatively short-notice requests.

4.3 If a user makes a submission via the MAP-X Portal, is it a formal submittal?

Yes, any submission made through the MAP-X Portal is considered a formal submittal to the NRC, just like any other formal submission mechanism (e.g., submission via EIE or mail). The submittal will be placed in the Agencywide Documents Access and Management System (ADAMS) as an official agency record and assigned an ADAMS accession number, with the exception of Event Notification submittals which are placed in Operations Center Information Management Systems Database (OCIMS) and are posted to the public website at https://www.nrc.gov/reading-rm/doc-collections/event-status/event/en.html.

4.4 If a user makes a submission through MAP-X, have they met all the regulatory requirements? Will they need to make any other notifications or communications to the NRC?

Generally, each specific MAP-X module is designed to meet any relevant regulatory requirements associated with the submission method. As an example of these types of requirements, see 10 CFR 50.4, Written Communications. MAP-X is one acceptable method of submitting information to the NRC. If a regulation requires the use of a specifically numbered form, or routing to a specific email address or a specific part of the agency, the specific MAP-X module will be designed to have those same numbered forms and to perform the appropriate routing of the information upon submission. MAP-X modules and forms are also designed to help users provide information as required by regulation; this can include having some form fields be required, and having some form fields be optional, although that information may be required to be submitted under certain circumstances.

Note that one key exception to this is the MAP-X Event Notification module, where licensees are still required by regulation to communicate all events directly to the Headquarters Operations Office. For this module, the MAP-X web forms are only intended to simplify communication and data management.

Users are responsible for ensuring compliance with the relevant regulatory requirements. If you have a question about the content of the information that is required to be submitted under a specific regulation or requirement, or the submission method or parameters by which that information is required, please contact your NRC technical contact (e.g., your assigned Reactor Licensing Project Manager, your Resident Inspector, etc.)

4.5 Will users be able to submit less information in their submissions because of this web-based system?

No. MAP-X does not reduce or relax any of the regulatory requirements to submit information to the NRC. The NRC will be reviewing the same level of information to make safety and regulatory decisions, regardless of the method by which that information is MAP-X Portal FAQ Page 6

U.S. Nuclear Regulatory Commission provided. The MAP-X Portal provides an alternative and preferred way for users to submit this information to the NRC.

4.6 Should classified, safeguards, or sensitive information be included in drafts or submissions processed though the MAP-X Portal?

No. External users should not put classified, safeguards, or other types of sensitive information into the MAP-X portal, even in draft forms, or include this type of information in any uploaded attachments. Sensitive information is information that is generally not publicly available (e.g., proprietary information, security related information, personally identifiable information, etc.). See https://www.nrc.gov/security/info-security.html and 10 C.F.R § 2.390 for more detailed information.

4.7 Is there an OMB information collection clearance associated with the online submission forms in the MAP-X Portal?

Yes. Each submission form has an OMB clearance, if required. The following OMB clearances are associated with the current MAP-X forms: Request for Alternative, OMB No.

3150-0244; and Forms 361, 361A, and 361N, OMB No. 3150-0238.

4.8 What happens after a user makes a submission via the MAP-X Portal?

After a user makes a submission through MAP-X, it will be processed according to the specific type of submission. Each MAP-X module and form has a specific and unique post-submission process to ensure that the information is available to all of the necessary internal NRC parties, and that the appropriate persons are notified. Submissions through MAP-X become official agency records.

4.9 Can users edit a MAP-X submission after it has been submitted to the NRC?

No. Once submitted, users can only view their previous MAP-X submissions in the MAP-X Portal. Users do have the Clone Request option to draft a submission that is similar to a previously submitted MAP-X submission. Once you have made a submission through MAP-X, please contact your NRC technical contact (e.g., your assigned Reactor Licensing Project Manager, the Headquarters Operations Center, etc.) to discuss options for revising or supplementing your submission. For issues with usage of the MAP-X portal please contact map-x.resource@nrc.gov.

4.10 What happens if a user makes a submission through the MAP-X Portal and makes an error? How can be that corrected?

Users can follow the existing process for correcting errors in their submittals by submitting supplemental information via the Document Control Desk (DCD). Please refer to the guidelines contained in NRC's electronic submission final rule and the associated Guidance for Electronic Submissions to the NRC, Revision 9. Once you have made a submission through MAP-X, please contact your NRC technical contact (e.g., your assigned Reactor Licensing Project Manager, the Headquarters Operations Center) to discuss additional options for revising or supplementing your submission. For issues with usage of the MAP-X portal please contact map-x.resource@nrc.gov.

5. Draft Submissions 5.1 Can users save a MAP-X submission in draft mode and edit or submit it later?

Yes. At the bottom of each web form page, users can click on the Save and Review button. The draft submission will be saved, and users can return to their drafts via the Module List page for the module and form in question.

5.2 Can users see a copy of the draft submission before submitting via the MAP-X Portal?

Yes, there is an Email PDF Preview option in MAP-X. Users can use the PDF preview option to email themselves a copy of their submission for review before submitting. At this time, the PDF preview will only include the online submission form fields and will not include any uploaded documents.

5.3 Can multiple users view draft submissions and make edits to the online submission form content, or are access rights limited to the person who created the specific draft submission?

At this time, multiple users can view and collaboratively work on draft submissions, if those users are part of the same Parent Company, and have been given view, edit, or submission rights by the appropriate administrator role. See Section 4, Administering the MAP-X Portal of the MAP-X User Guide for more information on user roles and permissions.

5.4 Can users track comments and/or approvals on draft submissions in the MAP-X portal prior to submittal?

At this time, the MAP-X Portal does not support collaborative comments and/or multiple approvals as part of the MAP-X submission process.

5.5 Will NRC staff be able to view submissions in progress?

The MAP-X Portal is set up such that draft submissions can only be viewed by users with the appropriate permissions, as discussed above. The NRC staff at large will not be able to view submissions in progress. The staff that do have access to draft submissions understand that those submissions have not yet been submitted to the NRC and are not formal submissions. However, users should understand that they have no reasonable expectation of privacy regarding any communications or data transiting or stored in the MAP-X portal.

5.6 Can a user delete a draft submission in the MAP-X Portal?

At this time, if a user wants to delete a draft submission (rather than edit the submission or submit the submission), please send a request to map-x.resource@nrc.gov.

6. Web Form Inputs and Attachments 6.1 Can users submit tables, figures, diagrams, etc. via the MAP-X Portal?

Yes, depending on the specific form. For any form that includes fields with rich text editor capability, those fields allow users to include tables, along with other relevant formatting MAP-X Portal FAQ Page 8

U.S. Nuclear Regulatory Commission features. In addition, for forms that include an Attachment field, users can submit Attachments with tables, figures, diagrams, etc., as appropriate.

6.2 Can users submit attachments via the MAP-X Portal?

Yes, users can submit attachments as part of various MAP-X modules. For more detailed information, please refer to the MAP-X Portal User Guide.

6.3 Is there a character limit for responses?

Yes, typically each multi-line field response specifies the total number of characters remaining in that response field to aid the user. If you believe that the size of a response field in a MAP-X web form is inadequate, please provide that feedback to map-x.resource@nrc.gov.

6.4 Can users complete a static PDF, and upload it through the MAP-X Portal as an attachment in lieu of filling out a specific web form submission?

No. The MAP-X Portal is designed to take full advantage of the user using the customized web forms. Each customized web form has specific data entry controls (data formatting, required data fields, automatic data quality checks, autopopulation of data fields, etc.) and specific internal NRC routing to optimize the data processing both for the user and for the NRC staff. If a user prefers to complete a standalone document for a current custom MAP-X web form, the user should use a traditional submittal method instead.

Note that the MAP-X Portal is currently in the development stage of a General Submission module, which will accept standalone (PDF) documents as attachments, but only for forms or submissions for which MAP-X does not have a custom-built web form.

6.5 What criteria do documents need to satisfy to be uploaded as attachments in the MAP-X Portal?

Uploaded documents must be in PDF format and comply with Section 2, Parameters for Electronic Files Submitted to the NRC, of Guidance for Electronic Submissions to the NRC, Revision 9. The total file size of a single file attachment should not exceed 100 MB.

Any uploaded document that fails to meet the NRCs submission criteria will not be processed in ADAMS. Users will be notified of any rejections and asked to correct and re-submit in accordance with the Guidance for Electronic Submissions. In this case, users will need to include, in the comment field, that this is a re-submittal and identify their submission ID from the submission confirmation email.

7. Relief Request Module-Specific Questions 7.1 Who can use the MAP-X Portal to submit Relief Requests (Proposed Alternatives)?

At this time, commercial U.S. nuclear power plant licensees may choose to use the portal to submit requests for alternatives.

Yes, the portal can support unit-specific, and multiple unit or fleet-wide requests. The proposed alternative form has a field where the user can select multiple units of the units currently assigned to them.

7.3 What are the signatory requirements and expectations for submissions via the MAP-X Portal (e.g., oath and affirmation, electronic signature, etc.)?

Proposed Alternatives (Relief Requests) do not need to be submitted under oath or affirmation unless explicitly requested by the Commission. Please refer to NRC Regulatory Issue Summary 2001-18, Requirements for Oath or Affirmation, dated August 22, 2001, (ADAMS Accession No. ML010990211), for additional information.

7.4 Is there a blank copy of the online form for submitting proposed alternatives?

Yes, a blank copy of the online form for proposed alternatives under 10 CFR 50.55a(z) is available at ADAMS Accession No. ML21060B371.

7.5 How will licensees know if a Proposed Alternative submission was accepted or approved?

The process for acceptance reviews has not changed. Once submitted via MAP-X and entered into ADAMS, the NRC Operating Reactor Licensing Project Manager for your plant will conduct the normal acceptance review. You will continue to receive separate correspondence from the Project Manager, as you normally do when submitting via the traditional methods (i.e., mail or EIE).

7.6 Can licensees submit supplements via the MAP-X Portal (e.g., supplements to the initial submission, responses to requests for additional information, etc.)?

At this time, licensees can only use the MAP-X Portal to submit the initial application itself and not supplements.
