This email is being sent on behalf of Mohammad Shams, Director, Division of Advanced Reactors and Non-power Production and Utilization Facilities, Office of Nuclear Reactor Regulation, in response to your email dated September 30, 2022 (agencywide document access management system (ADAMS) accession number ML22277A722). The September 30, 2022, email forwarded a draft all-staff message from the National Institute for Standards and Technology (NIST) Director regarding the strategy to improve safety culture at the NIST Center for Neutron Research (NCNR) to the NRC for review as required by Section V, Paragraph 1.a, of Confirmatory Order (CO) EA-21-148.
On October 4, 2022, the NRC staff conducted a Teams meeting with NIST staff to provide feedback on the statement. The following observations were discussed: the communications should be shortened and clarified so that the Safety Culture Improvement Plan is the focus of the communication. In addition, please ensure that all of the safety culture issues in the NRCs Special Inspection Team report are included, specifically leadership. NIST staff agreed during the call to revise the communication prior to transmitting it to the larger NIST organization. The NRC staff offered to review the revised communication, but NIST is not obligated to provide the revised document to the NRC staff for review.
This completes the NRC staff review as required by Paragraph 1.a in the CO. If you have any questions about the CO, please let us know.
