NPF-41, NPF-51, NPF-74 Topical Report CENPD-289-P/NP Supplement 1, Use of Inert Replacement Rods in CE 16x16 Next Generation Fuel The purpose of this letter is to inform the Nuclear Regulatory Commission (NRC) staff of the Arizona Public Service Company (APS) interest in the availability of the subject topical report supplement for use upon approval. The topical report supplement was submitted for review in the reference letter from Westinghouse Corporation. This letter of support for the subject topical report supplement is intended to assist the NRC staff in prioritizing the review. APS encourages the regulatory review and approval of the subject topical report supplement.
Implementing the methods and updating the limitations on CENPD-289-P/NP to allow non-Class A configurations in the CE16NGFTM fuel design would alleviate existing challenges related to use of inert rods. Supplement 1 to the topical report provides safety, economic, and efficiency benefits as compared to the current process. APS would like the flexibility to use these updated methods should fuel assembly or fuel rod damage be encountered.
