Dear Dr. Towell:

The purpose of this email is to inform you that the U.S. Nuclear Regulatory Commission (NRC) staff is pausing its acceptance review of the Abilene Christian University (ACU) application for a construction permit of a molten salt research reactor (MSRR), which was submitted on August 12, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No.ML22227A202), along with the corresponding Preliminary Safety Analysis Report (PSAR).

Based on communications with you and your staff, the NRC staff understands that changes were made to the PSAR prior to the submittal that did not fully reflect interactions with the NRC during pre-submittal engagement. Therefore, you intend to supplement the ACU application. The NRC staff determined that the information described in the enclosure to this communication is needed to complete the acceptance review of the PSAR and to begin the detailed technical review of the application, if docketed. Therefore, the NRC staff will pause its acceptance review of the application to allow ACU sufficient time to provide the additional information. To support the timely completion of the acceptance review, the NRC staff requests the supplemental information by October 24, 2022. Any request for additional time to provide the supplemental information should include the reason for requesting the additional time and a proposed date to provide the information to support an informed decision on the request by the staff.

The NRC staff discussed the enclosure and the time frame for providing a supplement with you, Timothy Head, and Jordan Robison of ACU on September 22, 2022.
