OF JULY 6, 2022, PARTIALLY CLOSED MEETING TO DISCUSS TERRESTRIAL ENERGY USA QUESTIONS ON U.S. NUCLEAR REGULATORY COMMISSION ASSESSMENT OF THE POSTULATED INITIATING EVENTS WHITE PAPER On July 6, 2022 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML22174A366), the U.S. Nuclear Regulatory Commission (NRC) staff held a partially closed meeting to discuss Terrestrial Energy USA (TEUSA) questions on the joint assessment report located in ML22140A276 developed by the Canadian Nuclear Safety Commission (CNSC) and the NRC staff on TEUSAs white paper on postulated initiating events (PIEs) for the Integral Molten Salt Reactor (IMSR) design. The following summarizes the discussion during the public portion of the meeting.

TEUSA asked the NRC staff to clarify the level of detail expected and documentation in a future submittal pertaining to the qualification of personnel involved in the process for identification of PIEs. The NRC staff indicated that the submittal should include and briefly describe the attributes of the team involved in this process and that specific details should be available for audit. Furthermore, the NRC staff stated that additional information is contained in preliminary draft Regulatory Guide DG-1413, Technology-Inclusive Identification of Licensing Events for Commercial Nuclear Plants, dated June 2022, located in ML22146A045.

TEUSA asked for clarification as to the level of detail expected in a future submittal pertaining to quality assurance (QA) processes. The NRC staff indicated that the level of detail should be sufficient to understand how QA is applied to the PIE identification process. In addition, the NRC stated that this would be the type of information that is normally provided as part of a QA program description topical report.

TEUSA asked for clarification for NRC staffs expectations pertaining to the basis for specific screening values/criteria regarding health effects and radioactive release.

The NRC staff indicated that any specific screening values used by TEUSA should be September 28, 2022 Signed by Muniz Gonzalez, on 09/28/22

W. Jessup clearly explained and justified in order to evaluate the appropriateness of such values.

After the conclusion of the public portion of the meeting, the discussion continued during the closed portion of the meeting to discuss proprietary matters associated with radiological requirements, event classification, electronic document management software (PTC Windchill),

and PIE update expectations. The list of attendees to this meeting is included as an enclosure to this meeting summary. Staff from the CNSC were invited by NRC staff as observers to this meeting.
