SUMMARY

OF THE OCTOBER 4, 2022, OBSERVATION PREAPPLICATION PUBLIC MEETING WITH SMR, LLC (A HOLTEC INTERNATIONAL COMPANY)

TO DISCUSS INSTRUMENTATION AND CONTROLS ARCHITECTURE TO SUPPORT THE CONSTRUCTION PERMIT APPLICATION OF THE SMR-160 DESIGN Meeting Summary The U.S. Nuclear Regulatory Commission (NRC) held a preapplication public meeting on October 4, 2022, with SMR, LLC (SMR), a Holtec International Company, regarding its Instrumentation and Controls (I&C) Architecture for the SMR-160 design. Specifically, SMR (applicant) requested the meeting to discuss the SMR-160 I&C Architecture White Paper Report No. HI-2220583 and to receive initial staff feedback.1 This hybrid preapplication meeting had attendees from SMR, LLC, Holtec International, LLC, and the NRC staff.

The applicant provided a proprietary presentation that provided an overview of the SMR-160 I&C Architecture, described in the white paper. Holtec discussed the major digital systems and their interfaces. The presentation also described the main control room Human System Interface.

The NRC staff provided feedback on various aspects of the white paper that may need clarification. In response to the NRC staffs feedback, the applicant intends to provide a revision of the SMR-160 I&C Architecture White Paper Report to include clarifying details.

Following the meeting, and in consideration of the presentation and discussion, the NRC staff has a high-level understanding of the SMR (Holtec) I&C Architecture. The NRC staff did not identify any immediate concerns with the whitepaper; however, this does not preclude the staffs evaluation of the design, its implementation, and association conclusion when the details are submitted to support to support a construction permit application. Since this is a first-of-a-kind review, the NRC staff may ask additional questions to fully understand the approach and its implementation.
