Dear Yoira K. Diaz-Sanabria,

The US Department of Energy (DOE) requests renewal and amendment of NRC Certificate of Compliance (CoC) No. 5797, Rev. 22 (Docket 71-5797) of the Inner HFIR Unirradiated Fuel Element Shipping Container and Outer HFIR Unirradiated Fuel Element Shipping Container (HFIR) package design.

The CoC expires on October 31, 2022, thus renewal is requested in accordance with §71.38, pending final action of this application for amendment.

A CoC amendment is needed to authorize the following not-important-to-safety changes:

Installation of fuel combs on the HFIR unirradiated inner or outer fuel elements, prior to shipment, Incorporate the as-built tie-down band design change authorized by NRC Letter Authorization issued April 15, 2022 (ML22105A053) in the SAR, and Delete extra-regulatory requirement (in the SAR) for 3-year periodic inspections of the containers against the design drawings.

The following enclosures are submitted in support of this application. Enclosure 1 is background and basis for the changes to aid the review. Enclosure 2 is a chapter-by-chapter evaluation of the changes required to the SAR. Enclosure 3 is a chapter-by-chapter summary of changes required to implement in the SAR. Enclosure 4 is the SAR page-changes.

The amendment is requested by December 31, 2022, for use of the package for shipment of fresh fuel for the DOE High Flux Isotope Reactor.
