2 CHAIRMAN REMPE: Good morning. This 3

meeting will now come to order. This is the first day 4

of the 696th meeting of the Advisory Committee on 5

reactor safeguards. I'm Joy Rempe, Chairman of the 6

ACRS.

7 Members in the room that are in attendance 8

include Ron Ballinger, Charles Brown, Greg Halnon, 9

Walt Kirchner, Dave Petti and Matt Sunseri. I'm going 10 to ask those who are attending virtually to unmute 11 themselves and let's verify their connectivity. Vicki 12 Bier?

13 MEMBER BIER: Yes, I'm on.

14 CHAIRMAN REMPE: Vesna Dimitrijevic?

15 MEMBER DIMITRIJEVIC: I'm here.

18 CHAIRMAN REMPE: Great. We have a quorum.

19 This meeting is being conducted in the hybrid format 20 with some participants attending in person and some 21 virtually.

22 The ACRS was established by the Atomic 23 Energy Act and is governed by the Federal Advisory 24 Committee Act. The ACRS section of the U.S. NRC 25 NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS

4 public website provides information about the history 1

of this committee and documents such as our charter, 2

bylaws, Federal Register notices for meetings, letter 3

reports and transcripts of all full and subcommittee 4

meetings, including all slides presented at the 5

meetings.

6 The committee provides its advice on 7

safety matters to the Commission through its publicly 8

available letter reports. The Federal Register notice 9

announcing this meeting was published on May 16, 2022.

10 This announcement provides the meeting 11 agenda as well as instructions for interested parties 12 to submit written documents or request opportunities 13 to address the committee.

14 The Designated Federal Officer for this 15 meeting is Mr. Christopher Brown. The communications 16 channel has been opened to allow members of the public 17 to monitor the open portions of the meeting.

18 The ACRS is now inviting members of the 19 public to use the MS Teams link to view slides and 20 other discussion materials during these open sessions.

21 The MS Teams link information was placed 22 in the Federal Register notice and agenda on the ACRS 23 public website.

24 We have received no written comments or 25 NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS

5 requests to make oral statements from members of the 1

public regarding today's session. And I'm going to 2

ask Larry to confirm that is still true. Great.

3 Written comments may be still forwarded 4

though, to Mr. Christopher Brown, the Designated 5

Federal Officer.

6 The agenda posted on the ACRS public 7

website indicates that we might consider the following 8

topics.

9 Consideration of risk-informed 10 alternatives for addressing digital instrumentation 11 and control, common cause failure, proposed rulemaking 12 language for 10 CFR Part 53, Framework A, and 13 memorandum review for the SHINE operating license 14 application.

15 The agenda also indicates that we will be 16 preparing for the meeting with the Commission and that 17 certain portions of the SHINE discussion may be closed 18 to protect proprietary information.

19 Since the agenda was posted, we've learned 20 during our May subcommittee meetings that full 21 committee deliberations on the first two topics will 22 be delayed. Cognizant members will discuss the status 23 of these two topics during our P&P session tomorrow 24 morning. So we're going to start with the third topic 25 NEAL R. 6 today. And I note that the June full committee agenda 1

was developed in a

matter that allows this 2

flexibility.

3 A transcript of these openings remarks is 4

being kept but at this time, however, since we don't 5

have any public comments, but I will first check to 6

make sure. Do we have any public comments? Hearing 7

none, so I'm going to note that we're going to start 8

with our third topic, memorandum review for the SHINE 9

operating license, but before I ask Member Ballinger 10 to lead us through this topic, I note that we're going 11 to go off the record for the rest of this meeting.
