ML22159A276 2022 Communication Log for the Certification Board of Nuclear Endocrinology When the NRC communicated with specialty boards, email communications were retained as official records. Phone calls and/or meetings were summarized in writing. The following correspondence is included in ADAMS as publicly available to ensure that the NRC meets the agencys Official Record goals.

On March 15, 2022, the NRC mailed the following letter:

PHONE CALL DOCUMENTATION. On April 19, 2022, Jenny Fisher called the Endocrine Center in Houston, Texas. Jenny believes that Dr. Eric Orzeck, the last known president of the CBNE, currently works there. A researcher at the center confirmed that he was a current doctor and routed me to the business managers voicemail. Jenny left a voicemail asking for Eric to call her back.

ACMUI OUTREACH. On April 20, 2022, Jenny Fisher performed outreach with three members of the ACMUI. The inquiry pertained to the CBNE and to whether the members were familiar with the specialty board. Dr. Vasken Dilsizian, Dr. Darlene Metter, and Dr. Hossein Jadvar responded that, in their professional lives, they have never heard of this board. These ACMUI members were contacted due to their professional areas of expertise. Dr. Dilsizian has expertise in diagnostic radiology and has nuclear medicine contacts. Dr. Jadvar is the nuclear medicine physician.

INTERNAL NRC OUTREACH. On April 20, 2022, Chris Einberg, MSEB Chief, e-mailed the regional branch chiefs regarding CBNE. He informed them that as his staff were performing the 5 year review and it came to our attention that CBNE may have become inactive a couple of years ago. He inquired whether their staff have processed any licensing actions involving CBNE issued certificates. Also, if anyone has information about the CBNEs status or what year they became inactive, please have them reach out.

PHONE CALL DOCUMENTATION. On April 21, 2022, Jenny Fisher called the American Association of Clinical Endocrinology (AACE) to determine if they had any information on the CBNE. The receptionist had never heard of the certification boards. She searched within her network to determine if any related terms were able to be located. She looked in the membership database for Eric Orzeck and Mark Lupo. She determined that neither were an active member of AACE. When Jenny stated that she had tried to use the Contact Form on the AACE website (however encountered a technical error), she provided an email address for the AACE education team, Education@aace.com.

Dear AACE,

I'm an U.S. Nuclear Regulatory Commission (NRC) staff member who is trying to obtain information on the Certification Board of Nuclear Endocrinology (CBNE). I understand that the CBNE and AACE may have been informally linked. The CBNE was an NRC-recognized specialty board which was permitted to issue certificates that demonstrated to employers that certificate-holders met the NRC regulations for training and experience. Do you know what year the CBNE became inactive? Do you know when their last examination was?

Provided is the February 22, 2011 letter from CBNE to the NRC in which the relationship between CBNE and AACE is explained.

The decision was made in 2018 to let this entity be administratively dissolved by the State of Florida. The state administratively dissolved this entity as of September 27, 2019. This is all public knowledge on the State of Floridas website.

The attached report is from October 18, 2013, which reported that on August 8, 2013, a letter was received from the NRC recognizing CBNE as a certifying body for nuclear endocrinology -

low dose and nuclear endocrinology - high dose certifications. It looks like they tried to get this approved since at least 2009.

I am not sure when the last course was provided but, in checking committee appointments rosters, the last time the Nuclear Medicine Endocrine Certifying Board Committee was appointed was 2017-2018.

Dear Dr. Lupo,

We are performing reviews for all of the NRC-recognized specialty boards. On March 15, 2022, we sent letters to each of the boards; both by mail and e-mail. Unfortunately, we did not have an active e-mail address for the Certification Board of Nuclear Endocrinology (CBNE). That letter is attached.

ML22159A276 I believe CBNE disbanded and we are hoping for confirmation. As a past board member, can you confirm the status of CBNE?

When did the CBNE become inactive or disband?

When was the last time the CBNE held an examination?

I have also tried to contact Dr. Eric Orzeck at his medical practice, but I have not heard back. I appreciate any follow up that you can provide. If the board has not disbanded, then I am seeking the contact information for the current board.
