OF MAY 3, 2022, PRE-APPLICATION MEETING WITH GLOBAL NUCLEAR FUEL - AMERICAS REGARDING A POTENTIAL LICENSE AMENDMENT REQUEST TO ALLOW ENRICHMENT UP TO 8 WEIGHT PERCENT URANIUM-235 On May 3, 2022, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual public meeting with Global Nuclear Fuel - Americas (GNF-A) representatives via Microsoft Teams.

The purpose of the meeting was to discuss the GNF-A plans for submitting a license amendment request to allow fuel fabrication with enrichments up to 8 weight percent uranium-235.

GNF-A informed the NRC staff of the rationale for the potential fabrication of high assay low-enriched uranium. GNF-A discussed the elements of the special nuclear material license that they see are affected by an increase in enrichment. GNF-A discussed some of the criticality safety analyses that may need to be re-evaluated if high enrichment is pursued. GNF-A provided an overview of the facility modifications that could be required. GNF-A went in-depth on the potential integrated safety analysis changes that could result for fabrication at a higher enrichment level. The environmental impacts of fabrications at higher enrichment were also discussed. GNF-A also indicated the specific chapter in the license that would and would not change due to operating at a higher enrichment.
