RE: RESPONSE REQUESTED: Beaver Valley 1 & 2 - Containment Isolation Valve Relief Request (EPID: L-2020-LLR-0052)

Date: Friday, April 15, 2022 11:32:00 AM Hi Tom, Thank you for reviewing and your response.

Yes, your understanding is correct. The actual valves and performance history remain as described in the request. The error was in the shorthand identification number for the valves (MOV instead of AOV).

I will link this email thread or a memorandum for the record to the original SE in ADAMS so it is documented the error was identified and evaluated.

Thank you, Brent From: Scarbrough, Thomas <Thomas.Scarbrough@nrc.gov>

RE: RESPONSE REQUESTED: Beaver Valley 1 & 2 - Containment Isolation Valve Relief Request (EPID: L-2020-LLR-0052)

Brent, I checked the submittal, supplement, and SE regarding the impact of this incorrect valve identification.

Alternative Request VRR4 for Beaver Valley Units 1 and 2 requested an extension of the IST Program leakage test interval for 72 valves at Units 1 and 2. As the request applies to seat leakage, the actuator type (AOV or MOV) is not significant to the NRC staff review.

Based on your e-mail, I understand that the new information is simply correcting the short-hand identification number for three valves. The actual valves and their performance history remain as described in the request. If so, there is no impact on the NRC staff authorization of the alternative request. Please confirm this understanding.

Following this confirmation, are you able to link this e-mail discussion to the original SE in ADAMS as a Package so that there is no confusion in the future?

Thanks.

Tom

RESPONSE REQUESTED: Beaver Valley 1 & 2 - Containment Isolation Valve Relief Request (EPID: L-2020-LLR-0052)

Hi Thomas and Jason, I am the DORL PM for Beaver Valley. I received a call from Energy Harbor this morning regarding the subject project, which was a COVID related relief request that was issued in 2020. Energy Harbors submittal contained incorrect identifiers for the some of the valves included in the relief request and as a result, so did the SE. Specifically, RCP Thermal Barrier Cooler Discharge Isolation Valves 2CCP*AOV107A, B, and C were incorrectly identified as MOVs instead of AOVs. However, the valve descriptions/titles were correct. The licensee has entered this into their corrective action program and intends to correct the misprint in the next revision of the Beaver Valley Unit 2 IST program.

I wanted to verify with you as the tech reviewers (along with Michael Farnan, who appears to no longer be with the NRC) from the project that this error does not affect the safety finding or intent for this relief request. Please let me know. Links to the applicable documents are below:
