PROPOSED FUNCTIONAL STATEMENTS Division of Construction Oversight Director: Omar Lopez-Santiago Responsible for inspection and technical evaluation of all NRC regulated areas associated with the construction of Vogtle Units 3 and 4 and other commercial nuclear facilities. Responsible for project management activities for these facilities and oversight of the associated inspection program. Acts as the focal point for coordination with headquarters program offices in the new construction area. Responsible for the development and implementation of inspection programs as a part of the initial test program, the operational programs, the initial startup testing program and the transition to operations. Serves as the lead inspection organization for Vogtle Units 3 and 4 until both units are operational.
Construction Inspection Branch 1 Chief: Nicole Coovert Responsible for evaluation and inspection of Vogtle Units 3 and 4 construction, with a focus on ITAAC program inspections. Provides program management, scheduling and coordination, resource allocation, and inspection program oversight for the site, specifically in the areas of civil/structural, nuclear, mechanical, and electrical engineering. Focal point for construction ITAAC coordination with headquarters program offices. Responsible for the conduct of technical inspections at the site, including the resident inspector program and routine site activities, e.g.,
allegations and enforcement. Leads licensee construction performance reviews. Coordinates and manages allegations for all of the new construction sites. Provides inspection program infrastructure management, inspection tracking and data management. Provides support for development of guidance for new construction, ITAAC review, and inspection planning.
Manages CIPMS auditing. Supports implementation of the Reactor Oversight Process upon a 10 CFR Part 52.103(g) finding for each unit.
Construction Inspection Branch 2 Chief: Bradley Davis Responsible for evaluation and inspection of Vogtle Units 3 and 4 construction, with a focus on initial test program and operational programs inspections, the transition to operations and oversight during operations. Provides program management, scheduling and coordination, resource allocation and inspection program oversight for the site, specifically in those areas.
Responsible for the conduct of inspections at the site including activities of resident inspectors for testing. Provides input to licensee construction performance reviews. Conducts or provides support for allegation reviews, technical reviews, and proposes and supports enforcement actions. Leads implementation of the Reactor Oversight Process upon a 10 CFR Part 52.103(g) finding for each unit.
Provides program management, scheduling and coordination, inspection implementation, and enforcement and allegation review for construction of the SHINE Molybdenum-99 production facility, and serves as focal point for coordination with respective headquarters program offices.
