PROPOSED REORGANIZATION OF THE DIVISION OF CONSTRUCTION OVERSIGHT The purpose of this memorandum is to request your review and approval of a reorganization of the Division of Construction Oversight (DCO) in the Region II office. This reorganization better positions the division to achieve agency goals as Vogtle Electric Generating Plant, Units 3 and 4, construction come to completion and the plants transition to operations.

On August 14, 2020, the Vogtle Readiness Group developed a plan for the effective and efficient transition of the Vogtle Units 3 and 4 from the Construction Reactor Oversight Process (cROP) to the Reactor Oversight Process (ROP) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20191A378). The Vogtle transition plan envisioned that DCO stay as the lead inspection organization until both units completed the startup testing phase. This was a lesson learned from the Watts Bar Unit 2 construction-to-operation transition and was expected to reduce organizational stress and maintain a consistent and strong focus on Vogtle Units 3 and 4 during a period of high workload. After Unit 4 initial operations, Region II will initiate another reorganization in order to sunset DCO and staff will be reassigned, primarily to other Region II divisions. Region II has implemented a "hire now but transfer later" strategy to support a gradual DCO staffing drawdown.

In early calendar year 2021, DCO began planning for the Vogtle transition, with the goal of ensuring that the division had the leadership, staffing and structure needed to effectively manage the cROP and ROP programs for Vogtle Units 3 and 4 simultaneously. On March 30, 2021, DCO completed a staffing analysis (ADAMS Accession No. ML21089A013) to reflect the Vogtle transition plan. The analysis included projected staffing needs through the various phases of Vogtle construction and transition. Notably, the analysis projected a reduction in supervisory staff (from 4 to 3) in the period between the Unit 3 fuel load and commercial operations. DCO leadership also held discussions, including a leadership retreat on April 14, 2021, to align on an organizational structure, as well as branch and resident inspector office staffing and roles and responsibilities. These discussions affirmed the results of the staffing analysis.

D. Roberts 2 This reorganization implements the organizational structure developed by DCO to support the remaining milestones for the Vogtle project. Specifically, it will replace the SES Division Director position with a GG-15 Division Director and eliminate the GG-15 Deputy Division Director position. The two GG-15 Branch Chief positions and the GG-14 non-bargaining Technical Assistant position will be retained. Branch functions and composition fundamentally stay the same, and no staff are reassigned to a different branch.

This will improve the staff to management ratio in DCO and will bring management into alignment with the Office of the Chief Human Capital Officer guidelines regarding GG-15 level management span of control. More importantly, it will provide for leadership, staffing and structural continuity and stability within DCO through the various phases of a high priority agency project.

We do not anticipate that the reorganization will result in any adverse impact to employees.

Based on discussions with the Region II National Treasury Employees Union (NTEU) local representatives, NTEU has no objections to the proposed reorganization.

In summary, I request that you approve the implementation of the reorganization plan. The authority to approve plans for this proposed organization is two management levels above the affected program or staff. Therefore, upon your review and approval, we can begin appropriate staffing activities and implement these organizational changes. Upon receiving approval, the DCO staff will implement the new organizational structure as soon as possible. DCO management will work with OCHCO to complete revisions to position descriptions and other required documents, as warranted.
