SUMMARY
OF APRIL 19, 2022, PUBLIC MEETING ON STAFFS CONSIDERATION OF OPTIONS FOR A POTENTIAL RULEMAKING ON SECURITY FOR SPECIAL NUCLEAR MATERIAL On April 19, 2022, a public meeting was held virtually using Microsoft Teams. The purpose of the public meeting was to discuss the staffs consideration of options for a potential rulemaking on security for special nuclear material (SNM). This meeting was held to inform stakeholders of the staffs progress in developing a SECY paper in response to Commission direction in SRM-SECY-21-0095, Discontinuation of Rulemaking - Enhanced Security of Special Nuclear Material, dated August 4, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21217A065). The NRC staff provided a presentation consisting of key messages, a summary of the history of the project, the criteria the staff was considering in assessing the value of the options to be presented to the Commission, and the initial options themselves.
Following the presentation, stakeholders were permitted to ask questions and make comments.
Specific issues that were mentioned or discussed in detail included concerns about the utility and details of options related to rulemaking; consideration of alternate nuclear materials (i.e.,
beyond SNM as defined in the regulations), spent fuel and Category II SNM; implementation of material dilution factors; recommendations of an interagency working group; development of associated guidance; connection between a potential revision to Part 73 and development of a new Part 53.
There were over 90 participants in the public meeting. Participants represented the NRC, the Nuclear Energy Institute, the Union of Concerned Scientists, the nuclear industry, other government agencies, and the public. A partial (due to an inability to capture the complete attendance report in Microsoft Teams) list of meeting attendees, and the meeting agenda are attached.
