KairosPowerHermesReactor 936 Revision0 9.6 POSSESSIONANDUSEOFBYPRODUCT,SOURCE,ANDSPECIALNUCLEARMATERIAL Specialnuclearmaterial(SNM),source,andbyproductmaterialwillbepresentatthereactorfacility.
ActivitiescoveredbytheKairosPowerlicensetakeplaceonthesite.Thecontentsofthisconstruction permitapplicationareintendedtosupporttheapplicationsforapplicablerequirementsin 10CFRPart30,10CFRPart40,and10CFRPart70licensesmaybesatisfiedusingcontentcontained withinthisConstructionPermitApplication.However,materiallicense(s)arenotbeingrequestedatthis timeandnecessarylicenseapplication(s)oramendmentswillbesubmittedatafuturedate.forthesite aswell.ThissectiondescribesthesystemsthatinteractwithSNM,sourceorbyproductmaterial,and thedesignbasisforthosesystemstopreventuncontrolledreleaseofradioactivematerialsandto maintainpersonnelexposurelimitswithin10CFRPart20doselimitsandaslowasreasonably achievable(ALARA)objectives.AdditionalinformationonALARApracticesisdiscussedinChapter11.
Spacesinwhichthematerialsarehandledandequipmentusedtohandlethematerial,aresubjectto administrativecontrolstominimizecontamination,topreventradiologicalsabotage,theftordiversion, andtopreventuncontrolledreleaseofthematerials.Adescriptionoftheadministrativeprocedures relatedtouseofbyproduct,source,andspecialnuclearmaterialwillbeprovidedintheapplicationfor anOperatingLicense.
WastefromSNM,sourcematerial,orbyproductmaterialishandledthroughtheradioactivewaste managementprogramdescribedinSection11.2.1.Theradioactivewastehandlingsystemalsohandles drainsandventsforthefacilityincludinghandlingofcontaminatedliquidscollectedbythedrainsystem (seeSection11.2.2).
9.6.1 SpecialNuclearMaterial SNMisreceivedandusedatthefacilityintheformoffreshfuelparticlescontainedinpebbles(see Section9.3).FuelpebblescontainingSNMusehighassay,lowenricheduranium(lessthan20%
enrichment)atdifferentenrichmentlevels.
SNMishandledinthefuelintakearea,thePHSS,andthereactorvessel.Intheintakearea,SNMis managedbycompliancewitha10CFRPart70license,bytheuseoffreshfuelcanistersandbythe natureofthepebbledesign,inwhichtheSNMisencapsulatedinagraphitesubstrate.Section9.3and Chapter4describehowthePHSSandthereactorvessel,respectively,preventuncontrolledreleasesof radioactivematerial.Ofthesystemsdescribedinthisparagraph,onlythefreshfuelhandlingareashave thepotentialfordirectcontactwiththeSNMduringnormaloperation.Atthislocation,theactivityof thefreshfuelisverylowandadministrativeproceduresthatminimizecontactwiththefreshfuelare sufficientinsupportofALARApractices.InthePHSS,spentfuelishandledincanistersandshieldingis usedtosupportALARApractices.
9.6.2 SourceMaterial Sourcematerialthatcontainsunenricheduraniumisalsoreceivedandusedatthefacilityintheformof unenrichedfuelparticlescontainedinfuelpebbles.Handlingoffuelpebblescontainingsourcematerial iswithinthesamesystemsasthepebblesthatcontainSNM.Sourcematerialismanagedbycompliance witha10CFRPart40license,byuseoffreshandspentfuelcanisters,andbythenatureofthepebble design,inwhichthesourcematerialisencapsulatedinagraphitesubstrate.
9.6.3 ByproductMaterial ByproductmaterialsarebothusedinandgeneratedtosupportoperationoftheKPFHR.
Tritiumisgeneratedatthefacilityandisclassifiedasbyproductmaterial.Tritiumisgeneratedasaresult ofthenuclearreactioninthecore.Tritiumispresentthroughouttheprimarysystem,inthesecondary

KairosPowerHermesReactor 937 Revision0 coolant,andinthegraphitecoreoffuelpebbles.BecausethepebblestravelthroughthePHSS,tritium willbepresentinPHSSaswell.Thetritiummanagementsystemmanagestheinventoryoftritiuminthe reactorsystem.
Byproductmaterialismanagedbycompliancewitha10CFRPart30license,byuseofspentfuel canisters,bythetritiummanagementsystem,andbytheradioactivewastemanagementprogram(see Chapter11).Adescriptionofhowthetritiummanagementsystempreventstheuncontrolledreleaseof tritiumcanbefoundinSection9.1.3.Thatsectionalsodescribeshowtritiumisremovedfromthe facilityanddiscussesadministrativeprocedurestominimizeexposuretotritiumfromthedisposalof tritiumcapturematerials,insupportofALARApractices.
9.6.4 Laboratories Auxiliaryservices,describedinSection9.8.5,includelaboratoriesunderthereactoroperatinglicensein whichlicensedmaterialwillbeused.Offsitelaboratories(ifany)arenotgovernedbythisfacilitylicense.
Byproduct,source,andspecialnuclearmaterialmaybehandledinthelaboratoriesassociatedwiththe auxiliaryservicesforthesiteunderthelicense(s)describedabove.Laboratoryworkinvolvingbyproduct, source,andspecialnuclearmaterialisforresearchandtestingpurposes.Materialsarehandled appropriately(e.g.,ingloveboxes,asappropriate)inthoselaboratoriessothat10CFRPart20dose limitsarenotexceededandconsistentwithALARApractices.Airbornematerialsarehandledthroughair exhaustsystems,asapplicable,andradioactivewastematerialismanagedthroughtheradioactive wastemanagementprogram.
