RESPONSE TO C-10 LETTER RE: REFUELING CAVITY WATER SEAL

Dear Ms. Skibbee:

On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am responding to your letter regarding C-10s review of the most recent NRC Integrated Inspection Report dated February 10, 2022 (Agencywide Documents Access and Management System (ADAMS)

No. ML22040A204), at Seabrook Station, Unit No. 1 (Seabrook). Specifically, in your letter, you requested that the NRC verify that NextEra Energy Seabrook, LLCs (NextEra) evaluation of alkali-silica reaction (ASR) degradation in the reactor cavity pit area considers all potentially affected structures and explicitly addresses the potential impact on the refueling water cavity seal.

The NRC identified Green finding discussed in the fourth quarter NRC Integrated Inspection report refers to the reactor cavity pit area of the Containment Internal Structure (located approximately between elevations -54ft and -34ft) and is distinct from the reactor refueling cavity area of the Containment Internal Structure (located approximately between elevations 0ft and

+27ft). However, as noted in the NRC fourth quarter inspection report, the licensee and its engineering contractor are in the process of performing a full Stage 2 ASR building deformation finite element analysis of the entire containment internal structure in accordance with the structures monitoring program, which includes both the reactor cavity pit area and the reactor refueling cavity. NRC inspectors will be reviewing the results of this analysis when complete. Additionally, NRC inspectors perform daily reviews of licensee corrective action documents and perform walkdowns in containment during refueling outages, including areas in the vicinity of the reactor refueling cavity seal.
