Withdrawal of Requests for Relief from ASME OM Code for the Sixth lnservice Testing Interval Reference 1: Monticello Nuclear Generating Plant Relief Request dated December 23, 2021, (EPID L-2021-LLR-0095) Accession Number ML21357A132 Reference 2: Monticello Nuclear Generating Plant Relief Request dated February 18, 2022, (EPI D L-2022-LLR-0021) Accession Number ML22049B323 In Relief Request submittals on December 23, 2021, (Reference 1) and February 18, 2022, (Reference 2) Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy (hereafter "NSPM"), requested approval of proposed alternatives to the American Society of Mechanical Engineers (ASME) Code for Operation and Maintenance of Nuclear Power Plants (OM Code), 2017 Edition with no Addenda. The relief requests are associated with the Monticello Nuclear Generating Plant (MNGP) sixth 10-year 1ST interval, which is scheduled to start on October 1, 2022.

The purpose of this letter is to formally withdraw the following relief requests:

Relief Request PR-09 (Reference 1), Utilization of ASME Code Case OMN-22, "Smooth Running Pumps" - Proposed Alternative in Accordance with 10 CFR 50.55a(z)(1 ).

Relief Request VR-07 (Reference 2), Adoption of ASME Code Case OMN-26, "Alternate Risk-Informed and Margin Based Rules for lnservice Testing of Motor Operated Valves [MOVs]" -

Proposed Alternative in Accordance with 10 CFR 50.55a(z)(1).

On April 4, 2022, Regulatory Guide (RG) 1.192, "Operation and Maintenance Code Case Acceptability, ASME OM Code," Revision 4, was incorporated by reference into the NRC's regulations. Code Case OMN-22 (2020 Edition), "Smooth Running Pumps," and Code Case OMN-26 (2020 Edition), "Alternate Risk-Informed and Margin Based Rules for lnservice Testing of Motor Operated Valves", were addressed in RG 1.192, Table 1 of Code Cases, which the NRC approves for use without conditions.

Incorporation of these ASME OM Code cases removes the necessity for the alternative requests.

Summary of Commitments This letter makes no new commitments and no revisions to existing commitments.
