By letter dated June 7, 2021 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML21158A193), as supplemented by letters dated October 22, 2021 (ADAMS Accession No. ML21295A035), October 28, 2021 (ADAMS Accession No. ML21302A208), November 11, 2021 (ADAMS Accession No. ML21315A012),

December 2, 2021 (ADAMS Accession No. ML21336A001), December 15, 2021 (ADAMS Accession No. ML21349A005), December 17, 2021 (ADAMS Accession No. ML21351A000),

January 7, 2022 (ADAMS Accession No. ML22010A129), January 21, 2022 (ADAMS Accession No. ML22021A000), February 14, 2022 (ADAMS Accession No. ML22045A021), February 21, 2022 (ADAMS Accession No. ML22052A002), March 22, 2022 (ADAMS Accession No. ML22081A027), and March 31, 2022 (ADAMS Accession No. ML22090A046), Duke Energy Carolinas, LLC (Duke Energy or the applicant) submitted an application for the subsequent license renewal (SLR) of Renewed Facility Operating License Nos. DPR-38, DPR-47, and DPR-55 for the Oconee Nuclear Station, Units 1, 2, and 3 (ONS) to the U.S. Nuclear Regulatory Commission (NRC), pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants.

By letter dated July 22, 2021 (ADAMS Accession No. ML21194A231), the NRC concluded that the application was acceptable for docketing and included the staffs projected review schedule for the ONS subsequent license renewal application (Enclosure 1). The purpose of this letter is to inform you of changes in the schedule for the ONS subsequent license renewal application.

For the safety review, the scheduled due dates for Issue Safety Evaluation Report and Advisory Committee on Reactor Safeguards Full Committee Meeting will be revised.

Specifically, the Issue Safety Evaluation Report milestone will be revised from August 2022 to December 2022, and Advisory Committee on Reactor Safeguards Full Committee Meeting milestone will be revised from October 2022 to February 2023. These schedule changes result from the quantity and complexity of the outstanding technical issues related to the safety review that still remain unresolved.

Specifically, there are outstanding issues in the following technical areas:

Irradiation Structural

S. Snider Pressurized Water Reactor Vessel Internals Containment Liner Plate, Metal Containments, and Penetrations Secondary Shield Wall Tendon Surveillance Bolting Integrity Flow Accelerated Corrosion Steam Generators Fire Water System To gain resolution on the outstanding issues, the staff have issued and continue to issue requests for additional information (RAIs). As stated in the NRC staffs letter dated July 22, 2021, the staffs review schedule relies on your responses to the staffs RAIs being of high quality and provided in a timely manner. A timely response is defined as 30 days from the date of the request, or within such other time as may be specified in the request in accordance with 10 CFR 2.108, Denial of application for failure to supply information.

Application version control concerns and unexpected NRC staff constraints also contributed to the need for this delay.

In the NRC staffs letter dated July 22, 2021, the staff estimated that the review of the ONS SLRA will take approximately 23,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br /> to complete. The NRC staff does not expect additional hours will be required as a result of the revised Issue Safety Evaluation Report and Advisory Committee on Reactor Safeguards Full Committee Meeting milestones. of this letter highlights the staffs revised projected review schedule for the ONS SLRA. The NRC staff will strive to meet the milestones ahead of the revised schedule whenever feasible.
