SUBJECT:

CALENDAR YEAR 2021 BASELINE INSPECTION COMPLETION This memorandum documents Region IVs completion of the Reactor Oversight Process (ROP) Baseline Inspection Program for calendar year (CY) 2021 in accordance with Inspection Manual Chapter (IMC) 2515. Region IV performed a review and audit of the reported samples for all the Region IV sites and determined that the ROP Baseline Inspection Program was completed at all regional reactor licensees subject to the ROP for CY 2021, with three items of note.

Due to the ongoing COVID-19 public health emergency and the NRCs implementation of mandatory and maximum telework throughout CY 2021 to support the nations defense against the spread of the virus, the NRC continued to experience some challenges in the normal inspection and oversight activities. Particularly for Region IV, due to an increase of positive local COVID-19 test rates, two inspections at Comanche Peak Nuclear Power Plant, Waterford 3 Steam Electric Station, and Wolf Creek Nuclear Operating Company did not occur as scheduled. Specifically, Region IV inspectors did not perform Inspection Procedure (IP) 71114.01, Exercise Evaluation, and IP 71114.08, Exercise Evaluation - Scenario Review, as scheduled since these licensees requested, and the NRC granted, an exemption from performing a biennial exercise in CY 2021, (ML21119A349, ML21335A448, and ML21225A024, respectively).

These inspections have been re-scheduled to CY 2022 during the next biennial cycle and will occur in addition to the exercises already scheduled for that biennial cycle. Therefore, given the granted exemption, IP 71114.01 and IP 71114.08 are considered Complete for CY 2021 and ROP Inspection Program is complete for Region IV.

Reactor Program System (RPS) Report 8 is enclosed. The report documents the completion status of all required non-security and safeguards related samples for the 2021 inspection cycle. Note that along with the status, some procedures have attached notes as described in IMC 0306, Planning, Scheduling, Tracking, and Reporting of the Reactor Oversight Process (ROP). In some cases, procedures are performed on a biennial or triennial frequency and were marked as not applicable since they were not required to be performed in CY 2021. Some procedures were considered complete even with the opportunity to apply the full procedure not being available as described in IMC 0306. Lastly, some procedures were considered complete with less than the minimum samples because sufficient samples were not available, as allowed by IMC 0306.

Reactor Program System Report 8 does not include security and safeguards inspection program status. However, the baseline program for security and safeguards for all Region IV sites was also verified complete for CY 2021.
