SUBJECT:

DESIGNATION OF WEB-BASED LICENSING AS THE OFFICIAL SYSTEM TO MANAGE MATERIALS AND WASTE INSPECTION INFORMATION The purpose of this memorandum is to formally designate Web-Based Licensing (WBL) as the official system to manage all inspections under Title 10 of the Code of Federal Regulations (10 CFR), Part 30, Rules of General Applicability to Domestic Licensing of Byproduct Material.

The WBL is also used to manage inspections under 10 CFR Part 40, Domestic Licensing of Source Material, and Part 70, Domestic Licensing of Special Nuclear Material, that are not tracked under the Replacement Reactor Program Systems (RRPS)1. This expectation is already being carried out informally by inspectors through daily use of the WBL Inspection Module. This formal designation responds to a recommendation by the Office of the Inspector General (Audit of COVID-19s Impact on Nuclear Materials and Waste Oversight (OIG-21-A-15), dated September 23, 2021) and provides for greater internal controls.

The WBL system contains an Inspection Module that is designed to track information related to each materials and waste inspection, including inspection type, locations, dates, and findings.

Using the information collected in this module, it can produce a formatted NRC inspection report and notes. The Office of Nuclear Material Safety and Safeguards (NMSS) continues to enhance the WBL capabilities to support data-driven decision-making. In 2022, the WBL Inspection Module will be enhanced for consistency with recent revisions to Inspection Manual Chapter 2800 and to improve tracking and planning of inspections beyond specific byproduct materials licenses. For example, WBL will have more functionality for tracking inspections of reciprocity, general licenses, certain source material and special nuclear material, and certain decommissioning licenses.

Currently, there are two WBL-based oversight dashboards available in the NMSS Data Foundation SharePoint site. One of the dashboards shows an Overview of Eligible Inspections, which may be used by inspection planners, branch chiefs, and inspectors in their planning of upcoming materials inspections. The second dashboard shows Inspection Timeliness, which may be used by management and interested staff to analyze inspection timeliness.

The Division of Materials Safety, Security, State, and Tribal Programs will continue to keep the WBL users apprised of the enhanced capabilities as they are made available.
