To Whom It May Concern, In addition to emailing in our coalition comments to this email address (see below), I also tried to submit them via the Regulations.gov site linked to the Federal Register Notice.

But when I hit submit, I got this error message, preceded by a red X mark:

< Error Icon Field contains at least one invalid character >

At the bottom of the submission screen, a similar red X and message

< Please correct all errors in order to proceed >

appeared.

I read through my typed submission, removing <&> symbols, and attempted again to submit, but the same error messages above were displayed.

When I clicked on the < Submit Comment > button at the bottom of the screen, it would not submit.

This is very disconcerting. I have read through my typed comment carefully, and cannot see any improper characters included there. This glitch begs the question, how many other members of the public have attempted to submit comments before this deadline, only to run into insurmountable and inexplicable glitches like I have? After all, I am attempting to submit comments on behalf of 46 organizations, whose memberships likely add up to hundreds of thousands of individuals.

If NRC's own Regulations.gov comment submission site does not work properly, as I have just experienced now, the NRC should be required to fix the site, so that it does work properly, and re-open the public comment period for an adequate period of time, so that all members of the public desiring to submit comments via that mechanism are able to do so. All such comments submitted during this extension period should be considered submitted in a timely fashion before the deadline.
