ACTION PLAN TO REVIEW THE RESTART OF THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY, NATIONAL BUREAU OF STANDARDS TEST REACTOR FOLLOWING VIOLATION OF A SAFETY LIMIT (EPID NO. L-2021-LLN-0000)

This memorandum transmits the restart action plan (RAP) developed to review the restart activities, root cause evaluation, and corrective actions related to the violation of the National Institute of Standards and Technology, National Bureau of Standards test reactor (NBSR) safety limit on February 3, 2021. As described in Title 10 of the Code of Federal Regulations Section 50.36, Technical specifications, paragraph (c)(1), if any safety limit is exceeded, the reactor must be shut down. The licensee is required to notify the Commission, review the matter, and record the results of the review, including the cause of the condition and the basis for corrective action taken to preclude recurrence. In addition, the regulation states that

[o]peration must not be resumed until authorized by the Commission.

The RAP outlines the steps developed by the U.S. Nuclear Regulatory Commission staff to inform the restart decision of the NBSR. The RAP is intended to be a living document as the results of material and facility inspections continue to inform the corrective action. The RAP will undergo revision until the licensee resumes normal reactor operations.
