Dear Ms. Ferkile:
Enclosed is an application (XSNM3697/03), dated November 23, 2021, recently received by the U.S. Nuclear Regulatory Commission (NRC), from Framatome Inc, requesting Amendment No.
3 to export license XSNM3697/02. The license presently authorizes the export of natural and low-enriched uranium (LEU), first to Germany and France for fuel fabrication and then for ultimate use as fuel in various nuclear power reactors within EURATOM, including, but not limited to the Olkiluoto Nuclear Power Plant (Unit 1) in Finland.
The purpose of this amendment is to: 1) increase the quantity of Uranium authorized for export from 200,000 kilograms (kgs) to 233,122 kgs and increase U-235 isotope content from 3,873 kgs to 4,796 kgs; 2) add authorizations of UK obligated and URENCO-USA (LES) obligated material to existing list; and 3) extend the date of expiration from December 31, 2021 to December 31, 2026.
