SUMMARY

OF NEI-17-06 ENDORSEMENT REVIEW PUBLIC MEETING HELD ON NOVEMBER 9, 2021 On November 9, 2021, the U.S. Nuclear Regulatory Commission (NRC) met with the Nuclear Energy Institute (NEI) in a virtual public meeting to discuss Draft B of NEI 17-06 Rev. 0, Guidance on Using IEC 61508 SIL Certification to Support Acceptance of Commercial Grade Digital Equipment for Nuclear Safety Related Applications. This draft version (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21305A001) incorporates the staffs comments made on Rev. 0. The NRC staffs comments and NEIs response can be viewed at ADAMS Accession Nos. ML21237A305 and ML21270A131, respectively. Enclosed is the meeting attendees list.

During the meeting, the NRC staff provided comments on the remaining items that needed additional clarification. NEI indicated that its resolution of these remaining comments would be incorporated in the final version of NEI 17-06, which will be submitted to the NRC on December 3, 2021. NEI has committed to submitting an updated deliverable schedule to NRC if that delivery date cannot be achieved.

D. Morey The following NEI action items were identified during the meeting regarding completing the final version of NEI 17-06 to be submitted to NRC on December 3, 2021, and the NRC review towards endorsing NEI 17-06:

• Update the wording in Section 4.2. For example, review the use of the term risk-based versus risk informed in the second and third sentences.

• Remove suggestion to reduce period and instead replace time period with a 3-year frequency

• Global editing of document needed: A few examples to illustrate this point offered during this meeting is that: (1) the document is not to contain the term "long term" and "short term," (2) replace VRC throughout the document with NRC, (3) Section 7.3, first paragraph "direct observation(ANAB and Dakks); there have been no direct observations of Dakks and therefore should be removed.
