SUMMARY

OF OCTOBER 22, 2021, CLOSED MEETING WITH FRAMATOME INC. TO DISCUSS UPCOMING LICENSE AMENDMENT REQUEST FOR CHANGE OF MINIMUM MARGIN OF SAFETY TO CRITICALITY AND PLANNING FOR ADVANCED REACTOR FUEL MANUFACTURING On October 22, 2021, staff from the U.S. Nuclear Regulatory Commission (NRC), Office of Nuclear Material Safety and Safeguards, Division of Fuel Management, held a closed meeting with representatives from Framatome Inc., Richland Washington. The purpose of this meeting was to discuss Framatomes planned license amendment request for the Richland Washington Fuel Manufacturing Plant.

The NRC issued a notice for the meeting, including the agenda, on October 14, 2021 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML21286A110). The attendees list is enclosed. The meeting notice and presentation slides for the meeting are available for review at ADAMS Accession No. ML21308A607.

The meeting was conducted remotely as a teleconference and webinar. During the meeting, Framatome representatives discussed the proposed changes described in the presentation slides, including a two-step change to license SNM-1227 to support increased enrichment fuel manufacturing. The first step being a change to allow a reduction in the minimum margin of safety to criticality from 0.95 to 0.97 of keff. The second step would correspond with modifications to the plant to use increased enrichment fuel stock. Framatome Inc. stated that it planned to submit the first amendment request by the end of November 2021. The second amendment request would come following additional planning needed for the physical changes in the plant.

J Zimmerman 2 The NRC staff asked questions regarding how the integrated safety assessment (ISA) would be affected and to what extent physical processes would be changed in the actual manufacturing steps. Framatome stated the effects on the ISA would be analyzed and the results forthcoming.

They also stated that there were no differences in the physical manufacturing steps required for fuel manufacture at increased enrichment levels proposed.
