Executive Summary On August 20 & 21, 2019 a Post Plume exercise was conducted in the 10-mile plume exposure pathway, emergency planning zone (EPZ) around the Robert E. Ginna Nuclear Power Station by the Federal Emergency Management Agency (FEMA), Region II. The purpose of the exercise and the out-of-sequence demonstrations was to assess the level of State and local preparedness in responding to a radiological emergency. The exercise and out-of-sequence demonstrations were held in accordance with FEMA's policies and guidance concerning the exercise of State and local radiological emergency response plans (RERP) and procedures.
The most recent prior full-scale exercise at this site was conducted on August 22, 2017. The qualifying emergency preparedness exercise was conducted on January 21, 1982.
FEMA wishes to acknowledge the efforts of the many individuals in the State of New York and the risk jurisdictions of Monroe and Wayne Counties who were evaluated at this exercise.
Protecting the public health and safety is the full-time job of some of the exercise participants and an additional assigned responsibility for others. Still others have willingly sought this responsibility by volunteering to provide vital emergency services to their communities.
Cooperation and teamwork of all the participants were evident during this exercise.
The state and local organizations except where noted in this report, demonstrated knowledge of their emergency response plans and procedures and adequately implemented them. There were no Level 1or level 2 Findings identified as a result of this exercise. There was one Planning Issue that was resolved through re-demonstration.

Section 2: Exercise Design Summary 2.1 Exercise Purpose and Design 2.1 Exercise Purpose and Design The DHS/FEMA Region II Office evaluated the exercise on August 20 & 22, 2019 to assess the capabilities of the local emergency preparedness organizations in implementing their Radiological Emergency Response Plans and Procedures to protect the public health and safety during a radiological emergency involving Robert E. Ginna Nuclear Power Plant (Ginna). The purpose of this report is to present the results of the findings on the performance of the offsite response organizations during a simulated radiological emergency.
2.2 Exercise Objectives, Capabilities and Activities Capabilities-based planning allows for exercise planning teams to develop exercise objectives and observe exercise outcomes through a framework of specific action items that were derived from the Core Capabilities List. The capabilities listed below form the foundation for the organization of all FEMA Region II Radiological Emergency Preparedness Program (REPP) objectives and observations in this exercise.

Ginna Post Plueme Exercise Each jurisdiction and functional entity was evaluated based on the demonstration of core capabilities, capability targets, critical tasks, and the underlying Radiological Emergency Preparedness criteria as delineated in the Federal Emergency Management Agency Radiological Emergency Preparedness Program Manual dated January 2016. Exercise criteria are listed by number, and the demonstration status of those criteria are indicated by the use of the following terms:
- Met (M): No Findings assessed and no unresolved Findings from prior exercises.

At 0938, an Initial Protective Active Decision (PAD) was made and disseminated via News Release #1 for all Residents in Monroe County Emergency Response Planning Areas (ERPAs)
(M-1, M-2, M-3, M-4, M-5, M-6, M-7, M-8, M-9 and M-LAKE) by Monroe County Executive Order for - No Unnessary Travel and to Shelter in Place as a precautionary action. Shelter in Place is a Protective Action and not a Precautionary Action and should have been followed by an Emergency Alert System (EAS) message and press release to notify the general public in the 10-Mile Emergency Planning Zone (EPZ).
CORRECTIVE ACTION DEMONSTRATED:
During the First PAD at 1139 to evacuate ERPAS M1, M3 & M Lake the Monroe County Emergency Manager correctely demonstrated the Alert and Notification Procedure by initiating an EAS message at 1154 followed by a press release to notify the general public of an emergency in the 10-Mile Emergency Planning Zone (EPZ). Through interview the Monroe County Emergency Manager explained the Executive Order for - No Unnessary Travel and to Shelter in Place was a precautionary action intended to clear the roads as the county typically

The Executive Order for Shelter in Place was not intended to be a Protective Acion. The term Precautionary Action and Protective Action should be more clearly defined in the context of their programmatic application and implication for Alert and Notification of the public in the 10 mile emergency planning zone.

Ginna Nuclear Power Plant - NY 18 Section 4: Conclusion Based on the results of the exercise, the offsite radiological emergency response plans and preparedness for the State of New York and the affected local jurisdiction of Monroe and Wayne counties are deemed adequate to provide reasonable assurance that appropriate measures can be taken to protect the health and safety of the public in the event of a radiological emergency.
Therefore, 44 CFR Part 350 approval of the offsite radiological emergency response plans and preparedness for the State of New York site-specific to the Ginna Nuclear Power Plant will remain in effect.

Demonstrated Strengths Ginna EOF
- The New York State (NYS) Engineer representative did a fantastic job asking challenging and pointed questions of the NRC and Operational Assessment group at Exelon. Nothing ran by her desk without a series of pertinent questions for her to have a clear understanding of the escalating situation at the plant before she reported back to the state. Ive seen this twice now at NYS REP exercises and it is quite impressive and much appreciated by all involved.
- The EOF Communicator was observed being very capable of keeping the State & County Liaisons informed as well as those assigned to the EOCs.
- The EOF capably managed real-world events one being a severe motor vehicle accident in the EOF operating area, the other was a technical breakdown of the on-line computer system from the sim cell.
- The JIC Manager and staff did an excellent job of coordinating with the County and State PIOs to ensure accurate information was provided to the public in a timely manner.
Monroe County EOC
- Excellent coordination between Monroe County EOC, EMS, Shelter and MC Dept of Public Health to maintain updated lists identifying Hearing Impaired and Transportation dependent/mobility impaired individuals within the county. The list also includes the 9 evacuations zones M1-M9 in which the specials needs population are grouped. Monroe County distributes a local brochure on a yearly basis to residents which is filled out and mail back to the EOC to be distributed to the above agencies.
- Good leadership abilities - took charge (Emergency Management Director; County Executive)
- Deliberated on the right questions about the response operation; and if there were consequences for actions taken early.
- Leaned forward in response activities.
- Good coordination and collaboration between Command Staff.
- Good dialog between Command Staff to make final decisions.

- Heavy participation and exercise engagement by other agencies to support the response.
- In response to the Siren failure, the 911 Center would utilize a backup Alert and Notification System called Hyper-Reach. The Hyper-Reach system offers a suite of message managing options to notify the public my phone, text, email, as well as engage the IPAWS system. Users can also Geotarget select areas within the county which experienced siren failure. The system allows for 250 character messages which can be canned or developed as wildcard messages based on the emergency. The system also had predefined areas, and in this case, the operators could use the system to notify only individuals in the Siren #8 area. During the exercise, there were 2 Shift Supervisors on hand from the 911 Center, and both demonstrated a high level of proficiency in understanding the capability of the system.
- There are many messaging systems used by public safety, however it was evident the staff at the Monroe County 911 Center have invested a great amount of time in developing a proficiency using it. Further, creating predefined areas for all the sirens in the entire county EPZ is a noteworthy accomplishment, so this area is an obvious strength.
Monroe County Warning Point
- The City of Rochester Emergency Communications had depth at each position with multiple employees at the supervisor and dispatcher level that demonstrated proficiency at their assigned tasks.
Monroe County Accident Assessment
- The capability to access Ginna Nuclear Power Plant Safety Parameter Display System (SPDS) information and display on a large screen in the Monroe County Accident Assessment Room as well as having Exelon Generation Engineering Staff in the Monroe County Accident Assessment Room enhances accident assessment in the determination of core damage, release pathways and emergency classification explanations.
Monroe County FMT A
- The Monroe County Field Monitoring Team Red (FMT Red) conducted radiation detection equipment operability checks by taking contact readings with known Cs-137 sources in a consistent geometry. The contact readings provide for a reproducible, repeatable measurement to compare to the range of readings to validate equipment operability. Additionally, the team used a Ludlum Model 180-2 Air Sample Holder to ensure a consistent counting geometry for taking filter media measurements. The combination of these efforts provides for optimum air sample data that can be used with confidence when determining iodine air concentrations and resulting child thyroid dose estimates for making protective action decisions for the public.

Keeping everyone on task and focused throughout the entirety of the event. Ensuring all needs were meant not only within the command staff, but also would follow up with any outstanding needs with ESFs individually until they were met and taken care of.
Wayne County Backup Route Alerting
- The Wayne County Radiological Officer provided a comprehensive and engaging briefing to the Wayne County Sheriffs Department patrol officer that included an excellent explanation of the proper use of potassium iodide; a just in time update on how to zero his direct-reading dosimeter; and where to and to whom to return the Emergency Worker Exposure Control kit at the conclusion of his assignment. In addition to performing duties as the County Radiological Officer he also filled in during the exercise as the Wayne County Dose Assessment Officer.
Wayne County Warning Point
- Wayne County warning point had a three-part system to ensure no parts where missed.
One member received the message and gave it to the shift supervisor who went through the checklist for the notification with the person who received the message along with the warning point supervisor.
Wayne County TCP/ACP
- The Wayne County Sheriffs Department patrol officer was very professional and knowledgeable about his responsibilities while assigned to a Traffic Control Point/Access Control Point and was able to accurately identify the items, and their functions, that were in the Emergency Worker Exposure Control kit he was issued.
Wayne County FMT A & B
- Wayne County Filed Monitoring Teams were assisted by Wayne County Radio Amateur Civil Emergency Services (RACES). The RACES equipment provided an additional communication capability, on separate radio frequency, which ensures redundancy in case a communications system problem on the County radio or on the cellular phones.
