COMPLETION OF TEMPORARY INSTRUCTION 2515/193 AND ASSOCIATED CROSS-REGIONAL PANEL ACTIVITIES Temporary Instruction (TI) 2515/193, Inspection of the Implementation of EA-13-109: Order Modifying Licenses with Regard to Reliable Hardened Containment Vents Capable of Operation under Severe Accident Conditions (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17249A105) was issued on October 10, 2017 in order to verify licensee implementation of Nuclear Regulatory Commission (NRC) Order EA-13-109, Order Modifying Licenses with regard to Reliable Hardened Containment Vents Capable of Operation under Severe Accident Conditions (ADAMS Accession No. ML13143A321). Revision 1 to TI 2515/193 (ADAMS Accession No. ML19318D506) was issued on June 29, 2020, in part, to extend Completion Schedule and Expiration dates by one year due to the on-going COVID-19 pandemic.
Inspections associated with TI 2515/193 were completed by October 2021. A summary of inspection results associated with performance of TI 2515/193 are found in ADAMS Accession No. ML21306A344. Three green findings were identified, and corrective actions are being or have been taken. Additional information may be found in the NRC inspection reports associated with performance of TI 2515/193. ADAMS Accession Nos. for the inspection reports are also found in the summary of inspection results document. NRC follow-up of licensee corrective actions may be performed during performance of the Reactor Oversight Process (ROP) Baseline Inspection Program. As a result of the findings, additional guidance on the Hardened Containment Vent System (HCVS) will be added to ROP Baseline Inspection Procedure (IP) 71111.22, Surveillance Testing.
The objectives of TI 2515/193 have been accomplished. In accordance with Inspection Manual Chapter (IMC) 0040, Preparing, Revising, and Issuing Documents for the NRC Inspection Manual, TI 2515/193 will be deleted in conjunction with issuance of this memorandum.

Finally, during performance of TI 2515/193, a cross-regional panel was established via a charter (ADAMS Accession No. ML18141A653). A summary of cross-regional panel meetings may be found in ADAMS Accession No. ML21306A346. In conjunction with deleting TI 2515/193, the cross-regional panel associated with performance of TI 2515/193 is being disbanded. Potential future issues identified during performance of the ROP may be dispositioned using routine processes such as those discussed in IMC 0612, Issue Screening.
