Request for Revised IA TO Specific Condition Timeline

In the Reference 1 letter, the U.S. Nuclear Regulatory Commission (NRC) provided an Interim Authority to Operate (IATO) classified networks for Louisiana Energy Services (LES), dba Urenco USA (UUSA).
The Reference 1 letter details five specific conditions of the IATO. The NRC requested these conditions be addressed by October 31st, 2021 or November 30th, 2021, as applicable. This letter requests extension of the October 31st, 2021 deadline for Specific Condition 2 and the November 30th, 2021 deadline for Specific Condition 1 & 3. Specific Conditions 4 & 5 have been satisfied.
The NRC presented a workflow at the AO Workshop for the Fuel Cycle Enrichment Facilities closed meeting on October 13, 2021. This workflow depicted the process for approval of authority to operate classified networks. The NRC described the first step in this workflow as submittal and concurrence of the facility Risk Assessment Report. UUSA submitted the Reference 2 Risk Assessment Report for Classified Systems pursuant to this workflow.
Considering NRC review and concurrence of the facility Risk Assessment Report for Classified Systems is a prerequisite for determination and implementation of requirements in the IA TO Specific Conditions, UUSA requests the time allowance for addressing those specific conditions be revised to begin at the completion of NRC review and concurrence of Reference 2.
UUSA requests the revised allotted period of time for addressing Specific Conditions be 90 days for Specific Condition 2 and 120 days for specific condition 1 & 3, beginning at completion of NRC review and concurrence of Reference 2. This time period aligns with the original allotment in the Reference 1 letter.
