Opening Remarks Mike King Deputy Director for Reactor Safety Programs and Mission Support Office of Nuclear Reactor Regulation (NRR) 4
Background
- In the early 1980s, the NRC added new reporting requirements in 10 CFR 50.72(b) for licensees to immediately notify the NRC of potentially significant nonemergency events at nuclear power plants
- In 2000, the NRC last updated this regulation 5
Background (cont.)
- NEI submitted a petition for rulemaking (PRM) in 2018 requesting removal of nonemergency reporting requirements
- NRC received 16 comment submissions
- The NRC Recommended to the Commission:
- Consider rulemaking
- Determine whether reporting can be reduced or eliminated
- Balance the need to maintain situational awareness and visibility and openness to public stakeholders
- Commission directed staff to pursue rulemaking
- Do not shift responsibility to resident inspectors 6

Topics for Discussion
- 1. How do organizations use event notifications?
- 2. Licensees are required under 10 CFR 50.73 to submit detailed reports for most of the event notifications. Would these reports be adequate?
- 3. For licensees, what is burdensome about event no "ca ons?
- 4. How are event reports contrary to the best interests of the public and contrary to the stated purpose of the regulation?
9
Topics for Discussion (cont.)
- 5. What alternatives would you propose given that the Commission directed that resident inspectors are not to be burdened with additional responsibilities beyond existing power reactor oversight?
- 6. If the NRC altered the timing requirements for event notifications, how would this impact you?
- 7. Could changes to the NRC guidance potentially resolve the concerns raised in the PRM while still providing timely event information to the NRC and the public?
