Dear Sir or Madam:

Global Nuclear Fuel - Americas, LLC (GNF-A) in Wilmington, NC is pleased to inform the Nuclear Regulatory Commission (NRC) of our intent to begin pre-application discussions on plans to apply for an application to amend the existing special nuclear material (SNM) fuel fabrication license (Reference 1) to permit high assay low enriched uranium (HALEU) fuel manufacturing.

As we discussed with NRC staff on April 28, 2021 (Reference 2), GE Hitachi Nuclear Energy Americas LLC (GEH), TerraPower, LLC and GNF-A have partnered on a project to produce advanced nuclear reactor fuel technologies with enrichment limits up to 20 wt.% U235 supporting TerraPower's award under the Department of Energy's Advanced Reactor Demonstration Program (Cooperative Agreement No. DE-NE0009054). As a part of this project, GNF-A plans to design, license and construct a standalone Category II fuel fabrication facility for the Natrium demonstration reactor within an existing controlled access area.

GNF-A is currently in the process of developing a detailed licensing schedule; however, for planning purposes, it is our intent to begin preliminary discussions with the NRC Fuel Facility Licensing Branch by the end of 2021.
