SUMMARY

OF SEPTEMBER 27, 2021, PUBLIC MEETING TO DISCUSS KICKOFF OF AGENCY EFFORT TO REVIEW APPROACH TO ENVIRONMENTAL JUSTICE REVIEWS On September 27, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting1 via teleconference to facilitate both a listening session and a panel discussion. The purpose of the meeting was to hear insights and perspectives from leaders and individuals in Environmental Justice (EJ) communities and from other individuals who had familiarity and experience pertaining to EJ in NRCs programs, policies, and activities. The comments and dialog provided by the meeting participants are inputs that will be used for the NRC staffs environmental justice review, as directed by the Commission in Staff Requirements Memorandum (SRM) M210218B.2 At the start of the meeting, the NRC staff stated that the meeting was an information meeting with a question and answer session. As with all NRC public meetings, no regulatory decisions will be made during the meeting. The NRC staff provided a short presentation3 that provided a brief overview of the effort. Then the NRC staff hosted a listening session of invited participants who were EJ community leaders and individuals with EJ experience4 to hear their insights and perspectives on the approach to how EJ should be addressed.

Subsequently, the NRC staff hosted a panel discussion composed of individuals with experience engaging with the NRC on environmental justice issues to hear their views on the 2004 Policy Statement on EJ and perspectives on improving the agency approach to EJ.

In closing, the NRC staff provided the location of the notice issued in Federal Register (86 FR 36307)5 that identified this comment opportunity. Both the presentation and Federal Register Notice identified multiple ways that interested parties could provide comments on this effort. The meeting was transcribed.6 Attendees represented a broad range of perspectives including environmental organizations, tribal representatives, community organizers, individual community members, and industry.
