Dear Ms. Atack:

On August 24-25, 2021, U.S. Nuclear Regulatory Commission (NRC) staff performed an on-site walkdown of American Centrifuge Operating, LLCs (ACO) security plan for the Process Telephone System (PTS) (SP-3605-0044) in Piketon, Ohio. As a result of the walkdown, NRC identified technical areas where additional information is needed in order to make a determination of the adequacy of ACOs request. On September 17, 2021 (Reference 1), NRC provided a request for additional information (RAI) and ACOs response is being provided within Enclosure 1 of this letter.

On September 27, 2021 (Reference 2), NRC provided an additional RAI and ACOs response is being provided within Enclosure 2 of this letter.

In parallel, based upon ACOs proposed resolutions contained within Enclosures 1 and 2, additional clarifications to Sections 2.0 and 5.0 of SP-3605-0044 were warranted. Therefore, Enclosure 3 provides the proposed changes to security plan SP-3605-0044 in support of the NRCs continued review and final approval. Proposed changes are noted in yellow highlighted tracked changes and a revision bar in the right-hand margin.

Enclosures 1, 2, and 3 contain Security-Related Information and, in accordance with the guidance provided by the U.S. Department of Energy (DOE), contain Official Use Only information.

Therefore, ACO requests these enclosures be withheld from public disclosure pursuant to 10 CFR
