Dear Sir or Madam:
In accordance with 10 CFR 50.71(e), Holtec Decommissioning International, LLC (HDI) is providing Revision O of the Indian Point Nuclear Generating Unit 3 (IP3) Defueled Safety Analysis Report (DSAR). In Reference 1, Entergy Nuclear Operations, Inc. (Entergy) notified the U.S. Nuclear Regulatory Commission (NRC) of the permanent cessation of power operations and the permanent removal of fuel from the IP3 reactor vessel. The IP3 defueling outage to perman_ently remove fuel from the IP3 reactor vessel and place it in the spent fuel pool was completed on May 11; 2021. -Accordingly, licensing basis documents have been revised to reflect this condition. The Updated Final Safety Analysis Report (UFSAR) Revision 08 was revised and renamed the Defueled Safety Analysis Report (DSAR) and was issued as Revision O on May 17, 2021.

NRC regulations provided in 10 CFR 50.71(e)(4) require revisions to UFSARs to be filed annually or six months after each refueling outage, provided the interval between successive updates does not exceed 24 months. For nuclear power reactor facilities that have submitted the certifications required by 1 0 CFR 50.82(a)(1 ), subsequent revisions must be filed every 24 months. Entergy submitted the previous IP3 UFSAR revision (i.e., Revision 08) on September 26, 2019. The UFSAR revision reflected in the DSAR Revision 0 has been updated to reflect the 10 CFR 50.82(a)(1) certification for IP3 and the unit's design and operation under Entergy's ownership as of May 12, 2021.
HDI is hereby submitting copies of the entire IP3 DSAR Revision 0 (which now includes the IP3 Technical Requirements Manual (TRM) as Appendix 8), and the IP3 Technical Specification Bases. Attachment 1 contains the File Index for the enclosures.
The IP3 DSAR Revision 0 does not contain certain information meeting the NRC's criteria on sensitive information, as specified in SECY-04-0191, "Withholding Sensitive Unclassified Information Concerning Nuclear Power Reactors from Public Disclosure" and is therefore not required to be withheld from public disclosure under 1 0 CFR 2.390.
Since the DSAR Revision 0 is a major rewrite of the UFSAR, changes to the text and tables since the previous revision are not indicated by revision bars. Further, DSAR figures retain the previous UFSAR figure numbers as explained in the "Instructions and Key."* The DSAR also contains information that has been classified as "Historical" information according to the NEI 98-03 definition (Reference 2) and is no longer subjectto updating. Material designated as "Historical" information in the DSAR is indicated by a green highlighted background. to this letter, "Summary Report of.lP3 UFSAR Rev. 08 to DSAR Rev. 0 Changes,"
contains a summary with a brief description of the actions taken (modify, retain, delete) for the information changes made to revise UFSAR Revision 08 to DSAR Revision 0. The complete DSAR Revision 0 is included as Enclosure 2.
IP3 Technical Specification 5.5.13.d, "Technical Specification Bases Control Program," requires that changes to the Bases implemented without prior NRC approval be provided fo the NRC on a frequency consistent with 10 CFR 50.71(e). The required information is provided in, "Summary of Revisions to the IP3 Technical Specification Bases," and the complete document is provided as Enclosure 3. Note that the Bases were also revised and renamed the Permanently Defueled Technical Specification Bases and were issued as Revision 0 on May 17, 2021.
The TRM is now included in the DSAR Revision 0 as Appendix 8. A summary of revisions to the IP3 TRM is provided in Attachment 3, and the TRM is included in the DSAR Revision 0 provided as Enclosure 2.
NEI 99-04 (Reference 2) provides guidance on the commitments which may be changed without prior NRC approval, but which require periodic NRC staff notification either annually or along with the FSAR updates as required by 10 CFR 50.71(e). Enclosure 4, "IP3 Commitment Change Summary Report," contains the commitment changes that may not have previously been filed with the NRC.
