(8)Theinformation classified asproprietary wasdeveloped andcompiled by Holtec International ata significant costto Holtec International.This information isclassified as proprietary because itcontains detailed descriptions ofanalytical approaches andmethodologies not available elsewhere.
Thisinformation wouldprovide otherparties, including competitors, withinformation fromHoltec International's technical database andtheresults ofevaluations performed byHoltec International.
A substantial effort hasbeenexpended byHoltec Intemational todevelop this information.
Release ofthis information wouldimprove acompetitor's position because it wouldenable Holtec's competitor tocopyourtechnology andoffer itforsale incompetition withourcompany, causing usfinancial injury.

Theresearch, development, engineering, andanalytical costscomprise a
substantial investment oftimeandmoney byHoltec International.
Theprecise value oftheexpertise todevise an evaluation process andapply thecorrectanalytical methodology isdifficult toquantify, butitclearly is substantial.
Holtec International's competitive advantage will belost ifits competitors are able tousetheresults oftheHoltec International experience tonormalize or verify their own process or iftheyareableto claim an equivalent understanding bydemonstrating that they canarrive atthesame orsimilar conclusions.
Thevalueofthis information toHoltec International wouldbelost if the information weredisclosed tothepublic.
Making such information available tocompetitors without their having beenrequired toundertake a similar expenditure ofresources wouldunfairly provide competitors withawindfall, anddeprive Holtec International oftheopportunity toexercise its competitive advantage toseekanadequate return onitslarge investment indeveloping these veryvaluable analytical tools.
