U.S. Nuclear Regulatory Commission Public Meeting Summary August 19, 2021

Title:

Retrospective Review of Administrative Requirements Meeting Identifier: 20210962 Date: August 19, 2021 Location: Webinar Category: Informational Meeting with a Question and Answer Session Purpose of the Meeting: Further discussion of the results of the U.S. Nuclear Regulatory Commissions (NRCs) Retrospective Review of Administrative Requirements (RROAR).

General Details: The meeting was attended by approximately 50 individuals via WebEx and teleconference.

Summary of NRC Presentation: The NRC staffs presentation can be found under Agencywide Documents Access and Management System (ADAMS) Accession No. ML21214A290. The NRC staff provided an overview of the RROAR comment evaluation process and key messages addressing previously submitted stakeholder questions (ADAMS Accession No. ML21223A199).

Summary of Meeting Discussion: Participants included representatives from the nuclear industry, other companies and government agencies, Senate committee staff, members of the public, and State and Tribal representatives. The meeting discussion focused on the questions that were submitted prior to the public meeting, and the NRC staff provided insights on the topics where possible. The topics included:

  • licensing basis and technical specification change reports and changes, tests, and experiments regarding final safety analysis reports
  • radiological effluent reports
  • fitness-for-duty reports
  • security plan change reports and material control and accounting program changes
  • event followup reports
  • inspection program use of reports
  • petition for rulemaking on Title 10 of the Code of Federal Regulations Section 50.72, Immediate notification requirements for operating nuclear power reactors (PRM-50-116; NRC-2018-0201)

For each topic, the NRC staff and stakeholders discussed how the NRC uses the reports in question to achieve its mission and the NRC staff elaborated on why the reports continue to be necessary. Stakeholders indicated they appreciated the opportunity for dialogue.

2 Action Items/Next Steps: The NRC will consider stakeholder feedback from the meeting. In late 2021, the staff plans to submit one or more coordinated rulemaking plans to the Commission for addressing the regulatory changes proposed by stakeholders through RROAR.
