Submittal of Revised Chapter 2 of Framatome lnc.'s (Framatome's)
Richland, Washington Fuel Fabrication Facility; License No. SNM-1227; Docket No. 70-1257.
Enclosed with this letter is a revised Chapter 2 of SNM-1227. This chapter change was made on June 13th 2021, and includes clarifying minimum educational requirements for key Framatome management positions.
The author of Chapter 2 of SNM-1227 license applications used the phrase " shall have a bachelors and/or advanced degree In *** " in multiple places throughout this chapter. The author's intent was to say that a degree in the stated field was needed, but that if an individual's bachelors was not in the listed field, they had an advanced degree in the needed field that was also acceptable. However, one could also interpret the construct of this phrase to mean that an advanced degree is required for that position, which is not what was intended. Previous versions of SNM-1227 and other NRC licensees do not require an advanced degree for these staff positions. Therefore the phrase has been changed to "shall have a bachelors afMllor advanced degree In... "
SNM-1227 section 1.2.4.11 authorizes Framatome to make these types of minor changes without prior NRC approval provided a copy of the change is provided to the Director, Office of Nuclear Material Safety and Safeguards, with a copy to the appropriate NRC Regional Office, within six months after the change is made. This letter with the accompanying attachment fulfills this requirement.
