Safeguards Information Plan for TRISO-X Facility XE-FUEL-L TR-0011 X Energy, LLC (X-energy) hereby submits the enclosed Safeguards Information Plan for review and approval. This plan provides information necessary for X-energy to develop and implement a program to satisfy the requirements outlined in 10 CFR Part 70.22(1) and Part 73 regarding Safeguards Information for the TRISO-X Facility. A physical security plan as required by 10 CFR Part 70.22(k) needs to be prepared to support an upcoming submittal of an application for a license to possess and use special nuclear material in a uranium fuel fabrication facility in accordance with the requirements of 10 CFR 70. The enclosed Plan addresses requirements applicable to fuel fabrication facilities within § 73.21 and § 73.22, Protection of Safeguards Information. This request has previously been discussed with Mr. Bernard Stapleton of your staff.
To support schedules for the TRISO-X Facility, we request that NRC reviews be accomplished to support an NRC readiness review of the secure storage area / equipment and approval of the Plan on or before August 20, 2021. We will work with NRC staff to establish the actual review date.
The enclosure of this transmittal contains security-related information which is to be withheld from public disclosure in accordance with 10 CFR 2.390 and the instructions in RIS 2005-31, Revision 1.
