Office of Nuclear Reactor Regulation (NRR)

Items of Interest Week Ending JULY 16, 2021 NRC Issued a Letter Encouraging Early Interactions on Advanced Reactors On July 14, 2021, the NRC staff issued a letter addressed to advanced reactor and small modular reactor vendors and prospective applicants encouraging them to engage in early interactions with the NRC staff through formal and informal pre-application activities (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21190A268). The letter references the NRC staffs draft white paper, Pre-application Engagement to Optimize Advanced Reactors Application Reviews (ADAMS Accession No. ML21145A106), dated May 2021, that emphasized the importance of pre-application interactions with reactor developers and prospective applicants to provide stability and predictability in the licensing process through early identification and resolution of technical and policy issues that could affect certification or licensing.

NRC Held a Public Meeting on Regulatory Improvements to Support the Licensing of Advanced Reactors On July 15, 2021, the NRC staff held an Advanced Reactor Stakeholder Meeting on regulatory improvements to support the licensing of advanced reactors (ADAMS Accession No. ML21195A378). Discussion topics included updates to the NRCs advanced reactor web pages and integrated schedule, annual fees, status of the advanced reactor Generic Environmental Impact Statement (GEIS), updates to Advanced Reactor and Technology-Inclusive Content of Application Projects (ARCAP and TICAP, respectively), discussion of NRCs draft white paper on the analysis and applicability of NRC regulations for non-light water reactors (LWRs),

Argonne National Labs report for non-LWR vessel cooling systems, and insights on adapting licensing frameworks to new non-power technologies. Overall, the stakeholder feedback was positive. This meeting was in support of Strategy 1 (knowledge management), Strategy 3 (regulatory framework), and Strategy 5 (resolution of policy issues) of the advanced reactor implementation action plans (see https://www.nrc.gov/reactors/new-reactors/advanced/vision-and-strategy.html for more information).

NRCs Next Generation of Nuclear Regulators Held the First Virtual Day at the NRC On July 15, 2021, NRCs Next Generation of Nuclear Regulators (NextGen) held the first Virtual Day at the NRC for high school students from around the country. The event provided a forum for the students to discuss nuclear power and how the NRC regulates the nuclear industry.

Topics covered included the basics of radiation, medical uses of radioactive materials, environmental reviews, and emergency preparedness and incident response. The event concluded with a panel discussion where the students asked the NRC staff questions on various topics. Items of Interest Week Ending JULY 16, 2021 NRC Received License Renewal Application from Idaho State University By letter dated July 9, 2021, the Idaho State University (ISU) (Docket No. 07001374) submitted an application for a 10-year renewal of its Part 70 greater than critical mass special nuclear material license (SNM-1373). Renewal of SNM-1373 would allow ISU to continue to receive and use uranium-235 for existing undergraduate and graduate education and research programs in nuclear science and engineering.

The period of performance is from July 15, 2021 through July 14, 2022 with four (4) option periods. The total potential value of the contract can be up to $1,660,000.
