ENVIRONMENTAL PROPERTIES MANAGEMENT LLC (EPM) SUBMISSION OF THE FACILITY DECOMMISSIONING PLAN-REV 2

Dear Mr. Halliburton,

By letter dated February 26, 2021,1 the Cimarron Environmental Response Trust (CERT, or the licensee) submitted to the U.S. Nuclear Regulatory Commission (NRC) staff a license amendment request (LAR) for review and approval. In its LAR, CERT requested approval of its Facility Decommissioning Plan-Rev 2 (the DP) for the Cimarron site. The NRC staff has completed its acceptance review of the information provided by the licensee and has determined that it does not contain adequate information for the NRC staff to begin a detailed technical review and that supplemental information is needed.

The information needed to continue our review is described in the enclosed Request for Supplemental Information (RSI). Responses to the enclosed RSI should be provided within 90 days from the date of this letter. If CERT is unable to meet this response date, please notify the NRC staff, within two weeks of receipt of this letter, of your new submittal date. If the RSI response does not provide sufficient information, the application may not be accepted for review.

In addition, as a result of the limited technical review of the DP, the NRC staff is including a request for clarifications on a variety of issues. Many of these issues were previously transmitted to CERT2 and, in some cases, were addressed by CERT3 but the responses were not incorporated in the current LAR submittal. If CERT wishes to respond to this request for clarification to expedite the technical review of the DP, it should either provide complete responses or notify the NRC staff with a response date in accordance with the schedule noted above for RSI responses.
