(ADAMS Accession No. ML17292A032), dated October 19, 2017 As required by Title 10 of the Code of Federal Regulations, Part 50, Section 90 (10 CFR 50.90), Application for amendment of license, construction permit, or early site permit, Entergy Nuclear Operations, Inc. (Entergy) hereby requests U. S. Nuclear Regulatory Commission (NRG) review and approval of a proposed amendment to revise the Palisades Nuclear Plant (PNP) Renewed Facility Operating License (RFOL) DPR-20. The proposed license amendment would revise the RFOL, the Appendix A Technical Specifications (TS), and the Appendix B Environmental Protection Plan (EPP) to reflect the permanent cessation of operations at PNP and permanent removal of fuel from the PNP reactor vessel.

In the referenced letter, Entergy notified the NRG that it has decided to permanently cease operations at PNP no later than May 31, 2022. After the certifications for permanent cessation of operations and permanent removal of fuel from the reactor vessel are docketed for PNP, the 10 CFR Part 50 license will no longer authorize operation of the reactor or emplacement or retention of fuel into the reactor vessel in accordance with 10 CFR 50.82(a)(2).

PNP 2021-005 Page 2 of 3 The proposed changes to the PNP RFOL and TS are in accordance with 10 CFR 50.36(c)(1) through 10 CFR 50.36(c)(6) . The proposed changes to the PNP EPP are in accordance with 10 CFR 50.36b(b).

The enclosure to this letter provides a detailed description and evaluation of the proposed changes for PNP. Attachment 1 to the enclosure contains a mark-up of the current RFOL, TS, and EPP pages. Attachment 2 to the enclosure contains the retyped Renewed Facility License, Permanently Defueled TS, and EPP containing the proposed changes. Attachment 3 to the enclosure contains the proposed changes to the TS Bases. The proposed TS Bases changes are provided for information and will be incorporated in accordance with the TS Bases Control Program upon implementation of the approved amendment.

The proposed changes have been evaluated in accordance with 10 CFR 50.91 (a), Notice for public comment, subparagraph (1), using the standards in 10 CFR 50.92, Issuance of amendment, paragraph (c), and it has been determined that the changes involve no significant hazards consideration. The basis for this determination is included in the enclosure.

Entergy requests approval of this proposed license amendment by June 1, 2022. The approved license amendment will become effective once the certifications required by 10 CFR 50.82(a)(1) have been docketed, and the irradiated fuel assembly decay time requirement of 17 days, established in the analysis of the fuel handling accident in the fuel handling building, has been met. Once effective, Entergy requests a 60-day implementation period.

In accordance with 10 CFR 50.91 (b), State consultation, Entergy is notifying the State of Michigan of this proposed license amendment by transmitting a copy of this letter, with its enclosure, to the designated State of Michigan official.
