PART I.B -- INFORMATION NOT LOCATED OR WITHHELD FROM DISCLOSURE We did not locate any agency records responsive to your request. Note: Agencies may treat three discrete categories of law enforcement and national security records as not subject to the FOIA ("exclusions"). See 5 U.S.C. 552(c). This is a standard notification given to all requesters; it should not be taken to mean that any excluded records do, or do not, exist.
We have withheld certain information pursuant to the FOIA exemptions described, and for the reasons stated, in Part II.

RESPONSE TO FREEDOM OF 2018-000103 14 INFORMATION ACT (FOIA) REQUEST RESPONSE TYPE INTERIM FINAL PART I.D -- COMMENTS In item 95, you requested "[a]ny and all studies possessed or reviewed by the NRC pertaining to both internal and external security threats at dams upstream of nuclear reactor plants or dams composing the ultimate heat sink for nuclear reactor plants. Include any studies regarding design basis threat assessments for dam and regarding vetting of visitors and workers to dams. Include any and all studies reviewed by the NRC that were done for or by the Tennessee Valley Authority, the US Army Corps of Engineers, the Federal Energy Regulatory Commission, the Department of Homeland Security or any other federal, state or private concern that operates dams or is concerned with their security."
Upon receipt of your request, we tasked the Offices of Nuclear Reactor Regulation (NRR), Nuclear Regulatory Research (RES), New Reactors (NRO), and Nuclear Security & Incident Response (NSIR) to locate any responsive records. None of these offices located any responsive records. We note that, in response to a previous FOIA request, FOIA/PA-2016-0397, which sought "studies reviewed by the Office of Inspector General [OIG] regarding security at Lake Jocassee Dam", the OIG issued a "no record" response. In response to another previous FOIA request, FOIA/PA-2017-0657, which sought studies concerning the security of the Lake Jocassee Dam, both the OIG and this office issued "no record" responses. In this office's response, although we were uncertain whether it was responsive to that request, we had noted a publicly available report that Jim Riccio of Greenpeace had shared with NRC staff in 2016, which remains publicly available at https://www.greenpeace.org/usa/research/nuclear-energy-power-plant-accidents-united-states/nuclear-near-misses-a-decade-of-accidents-at-us-nuclear-energy-power-plants-may-2016-3mb/.
