Tim, By letter dated May 7, 2021(Agencywide Documents Access and Management System (ADAMS) Accession No. ML21127A184), Southern Nuclear Operating Company, Inc. (SNC) submitted a request for the U.S. Nuclear Regulatory Commission (NRC) approval of a change to the Quality Assurance Topical Report (QATR) that results in a reduction of commitment in accordance with the requirements of Title 10, Energy, of the Code of Federal Regulations (10 CFR), Section 50.54(a)(4) for Edwin I. Hatch Nuclear Power Plant, Units 1 and 2; Joseph M.

Farley Nuclear Power Plant, Units 1 and 2; and Vogtle Electric Generating Plant, Units 1 and 2, as well as the associated independent spent fuel storage facilities (SNC Fleet). The proposed change would revise the QATR to expand the allowances for performing fully remote vendor audits during times of extenuating circumstances (e.g., pandemics) in SNCs QATR.

Specifically, SNCs submittal requested to implement guidance found in the Electric Power Research Institutes (EPRIs) Technical Report 300202020796, Remote Assessment Techniques: Planning and Conducting Audits and Surveys Using Remote Techniques During Exigent Conditions, April 2021 to add the option to perform fully remote and provisional remote assessments during periods of exigent conditions (e.g., pandemics).

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your submittal and concludes that it does provide technical information, in sufficient detail, to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability request in terms of regulatory requirements, the protection of public health and safety and the environment.

Based on the information provided in your submittal, the NRC staff has estimated that this licensing action request will take approximately 120 hours0.00139 days <br />0.0333 hours <br />1.984127e-4 weeks <br />4.566e-5 months <br /> to complete. The NRC staff expects to complete this review in approximately 2 months, which is July 6, 2021.

These estimates are based on the NRC staffs initial review of the submittal and it could change, due to several factors including requests for additional information, unanticipated addition of scope to the review, or displacement of other higher priority or emergency licensing actions.
