SUMMARY
OF THE AUGUST 17, 2020, CLOSED MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND THE PRESSURIZED WATER REACTOR OWNERS GROUP ON A CONCEPTUAL PROGRAM FOR TEMPORARY RELAXATION OF ULTIMATE HEAT SINK PEAK TEMPERATURE SURVEILLANCE REQUIREMENT On August 17, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed meeting with representatives from the Pressurized Water Reactor Owners Group (PWROG) to discuss a conceptual program for temporary relaxation of Ultimate Heat Sink (UHS) peak temperature surveillance requirement. The information discussed during the meeting was proprietary in nature, and therefore, the meeting was closed to the public. The meeting notice is publicly available in the Agencywide Documents Access and Management System (ADAMS) under Package Accession No. ML21124A421. The list of meeting attendees is enclosed.
Objective The objective of the meeting was to provide PWROG the opportunity to discuss a potential request to revise technical specifications (TS) 3.7.9, Ultimate Heat Sink (UHS). During the opening remarks PWROG representatives introduced the key contributors to present the details of the request. PWROG representatives also discussed: 1) the need for the proposed TS change, 2) the description of the change, and 3) the completion time needed to complete the revision. The meeting also provided an opportunity for PWROG to present a justification for continued operation and an evaluation of the containment analysis of record (AOR).

Discussion To present the historical perspective, the PWROG stated that TS 3.7.9, Ultimate Heat Sink as described in NUREG-1430, Standard Technical Specifications - Babcock and Wilcox Plants, NUREG-1431, Standard Technical Specifications - Westinghouse Plants, and NUREG-1432, Standard Technical Specifications Combustion Engineering Plants, does not contain actions to restore the UHS temperature to within limit and requires a unit shutdown for the out of limit condition.
During the meeting, the PWROG representatives addressed how to handle conditions when water temperature of the UHS exceeds the regulatory limit. The PWROG representatives presented a description of the potential action to restore water temperature of the UHS to within regulatory limits and the necessary completion time. The TSs should specify a limiting condition for operation and state the actions to be taken if the UHS limiting condition for operation is temporarily unavailable during the operating modes. The PWROG representatives discussed adding an action to the TS 3.7.9 that contains a condition to address exceeding the UHS temperature limit, a required action to restore the UHS temperature to within limit, and the associated completion time.
Final Comments At the conclusion of the meeting, the PWROG representatives stated that it plans to determine if this request will be submitted as a topical report in the near future.
