SUMMARY
OF THE REACTOR OVERSIGHT PROCESS MONTHLY PUBLIC MEETING HELD ON MARCH 25, 2021 On March 25, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff hosted a public meeting with the Nuclear Energy Institutes (NEIs) Reactor Oversight Process (ROP) Task Force executives, and other senior industry executives, to discuss the staffs progress on the ROP initiatives. The topics discussed during this teleconference are described below.
Performance Indicator (PI) Frequently Asked Questions (FAQ)
FAQ 21-02: Counting DEP Opportunities from an Emergency Following a Retraction of the NRC Emergency Notification (ADAMS Accession No. ML21075A287)
During the meeting, NEI requested further clarification NRC proposed wording provided for this FAQ to ensure consistency with existing guidance related to the definition of plant operators. As a result of this clarification, NEI requested to add the following definition for plant operators to the FAQ:
As used here, the term plant operator means any member of the plant staff who, by virtue of training and experience, is qualified to assess the indications or reports for validity and to compare the same to the EALs in the licensees emergency classification scheme.
The NRC staff agreed that the proposed wording was adequate. This FAQ will be updated with the above sentence and it was agreed to transition the FAQ to Tentatively Approved status. The next step will be to transition the FAQ to Final Approved status during the April 2021 ROP Public meeting.

A. Masters FAQ 21-03: ANS Guidance Following IPAWS (ADAMS Accession Number ML21077A133)
NEI provided an overview of the proposed FAQ 21-03. The NRC staff accepted FAQ was accepted for review, however, NEI committed to provide the NRC information related to INPOs data-entry system requirements to confirm that a value of N/A versus the number 0 will work with their system. The NRC staff provided a recommendation to enter N/A in the data entry field and enter Sirens are not part of the sites primary ANS. ANS will be inspected via IP 71114.02 in the comment field. This FAQ will be evaluated and discussed at the April 2021 ROP Meeting.
Inspection Procedure 95002 Revisions The NRC staff provided the status of ROP Supplemental Inspection Program enhancements, the effective dates for those enhancements, and identified those licensees expected to be the first to receive enhanced supplemental inspections.

Meeting Action Items NEI committed to provide the NRC information related to INPOs data-entry system requirements to confirm that a value of N/A versus the number 0 will work with their system.
This action is closed. NEI responded as follows:
- The INPO IRIS software (through which licensees enter their raw PI data) is programmed to require numerical values for the ANS PI entries. It will not accept text (e.g., NA) values in that field.
- If the user could force the entry of a text value in that field, the IRIS software would still fail when it tries to calculate the new ANS PI value needed in the data file created for NRC submittal.
- Changing this hard-programmed control on the data field and the calculation of the ANS PI metric would require reprogramming IRIS. We do not know the level of effort or schedule that would be required to implement this programming change. The particular component of the IRIS software that would be involved was last revised in 2009. Revising it for the IPAWS situation would necessitate new V&V and other checks, in addition to the direct effort to address the particular portions of the software that control or use the ANS PI entries.
- INPO speculated on a possible alternative to entering NA - that would be to leave the ANS PI field entries blank once IPAWS is adopted. INPO would need to test this alternative. They should be able to test this before our April ROP public meeting. If this alternative works, licensees adopting IPAWS could leave the ANS PI field(s) blank and enter a comment in the Comment field explaining why the field is blank.
Another alternative might be for licensees to enter zeroes and the NRC gray out the display of the ANS PI metric on the ROP public web pages once a station adopts IPAWS. The staff has taken this approach in the past when there were situations in which an indicator was deemed misleading or meaningless for some period of time.
A. Masters Action from the 2/24/21 meeting - NRC staff will determine and communicate with industry the timeframe in which they in intend to make publicly available the inspection procedure changes related to Open Phase Circuit.
This action is closed. The inspection procedure changes related to Open Phase Circuit are complete and have been issued as publicly available.
Communicating with the NRC staff At the start of all ROP public meetings, the project manager provides contact information for the public to use to provide their name as a participant in the meeting. This contact information is also provided for submitting questions and comments to the NRC technical staff. Please note that any questions and/or comments pertaining to the ROP project can be sent to Tekia.Govan@nrc.gov. Questions and/or comments will be forward to the appropriate NRC staff. The staff also mentioned the role out of the Contact Us about ROP page on the new ROP website, which can also be used to submit questions and comments regarding the ROP initiative (https://www.nrc.gov/reactors/operating/oversight/contactus.html).
Conclusion At the end of the meeting, NRC and industry management gave closing remarks. NEI expressed appreciation for the open dialogue and willingness of NRC staff to hear industry views. The NRC management stressed the importance of the NRC being focused on providing reasonable assurance of public health and safety when considering changes to the ROP.
