April 6th Public Meeting - Public Information The NRC has approved the use of Westinghouse leak-limiting Alloy 800 sleeves to repair flawed steam generator tubes in Beaver Valley Unit 2. The tubesheet sleeves are currently limited to no more than eight cycles of operation due to NRC staff questions about the ability to detect flaws, if they were to occur, in the parent tube within the tubesheet. The licensee requested a license amendment that would remove the limit on the number of operating cycles based on an improved eddy current technique for detecting cracking that could potentially occur in the parent tube adjacent to the sleeve nickel band (ADAMS Accession No. ML20177A272). The nickel band is on the outside surface of the sleeve and rolled against the inside surface of the parent tube during installation to enhance leakage integrity.

In letters dated January 22, 2021, and February 16, 2021), Energy Harbor provided responses to staff questions in a request for additional information (RAI) (ADAM Accession Nos.

ML21022A132 and ML21048A082, respectively).

The purpose of the meeting is for the staff to ask clarifying questions about the RAI responses in the following two subject areas:

  • Effect of the nickel band thickness on the probability of detection (POD) of the Ghent Version 2 eddy current probe
  • Details of the licensees eddy current analysis techniques to determine the POD from test samples with known flaws Some of the details of the sleeve design and the testing that was performed to address NRC staff questions is proprietary. Therefore, discussion of this information will not be available to the public.
